Latinos in the United States are a diverse group, and their growing presence and recent elections illustrate the importance of understanding and recognizing their distinct political identities. The political identity of Cuban immigrants has been understood as being an anomaly among Latino groups and is largely referred to as an outlier in research of Latin American immigration. The intent of this thesis is to explore the question of why some Latin American immigrants relate to a greater Latino identity. Policy makers have long recognized the importance of considering past experience, history, and the use of Analogical reasoning when making policy decisions. When elite political actors face foreign policy crises, they often use their past experience, refer to history, and use Analogical reasoning to help them frame their decisions.
