In the 2014 local elections in Kosovo many mainstream parties lost ‘partisan’ municipalities they have governed for 14 years. This disruptive election exhibited the high electoral volatility in the country, rather than the expected consolidation of the party system. Using the Qualitative Comparative Analysis this paper tests the configurations of conditions under which governing mayors of 2014, gained or lost votes in the subsequent elections in 2017. With the standard analysis we tested the variables of new/old parties, mayor popularity, voter turn-out, kept promises and municipality performances.
