Abstract: Traditional fields of study for international relations (IR) scholars have revolved around the question of how regimes interact with one another in the international sphere. This paper deals with answering the question of how regimes emerge in the first place. To this end, there are two competing narratives in IR, which seek to explain the origins of regime type. The first is that regimes are shaped entirely by a given nations regional security concerns, the other is that regimes emerge in response to global political paradigms. The purpose of this paper is twofold: first, it offers a challenge to that assertion and observes the situation to be just the opposite -- that for all the predictions of a looming cultural disaster in France, the dialectic existing between American pop culture and the discursive resistance to it, have in fact provided a fantastic opportunity for France to reinforce a distinct cultural identity and to reclaim a coherent political role, both internally and externally.
