Bifurcations And Patterns In Compromise Processes, E. Ben-Naim, P. L. Krapivsky, S. Redner

We study an opinion dynamics model in which agents reach compromise via pairwise interactions. When the opinions of two agents are sufficiently close, they both acquire the average of their initial opinions; otherwise, they do not interact. Generically, the system reaches a steady state with a finite number of isolated, noninteracting opinion clusters (``parties''). As the initial opinion range increases, the number of such parties undergoes a periodic sequence of bifurcations. Both major and minor parties emerge, and these are organized in alternating pattern. This behavior is illuminated by considering discrete opinion states.

This article discusses some of the institutional formats utilized by the Brazilian military dictatorship (1964-1985) in order to regulate the influence of large commercial interest groups on economic policy. It focuses particularly on the conflicts between the directors of the dominant social class groups and high-level state bureaucratic leaders on decisory priorities in the context of the politics of redemocratização during the Figueiredo government (1979-1985).

This essay reviews "Punitive Damages: How Juries Decide" by Cass Sunstein, et al. The book provides a good example of a recent trend: the use of behavioralist research to justify surprisingly paternalistic legal reforms. While critics of behavioralism often contend that its theoretical foundations are weak, this approach is unlikely to prove an effective rejoinder in the new debate about what kinds of paternalism are made permissible by human "irrationality". A better approach: (1) notes the lack of a nexus between behavioralism and the supposed emergent necessity of paternalist reforms; and (2) suggests that juror unwillingness to apply cost-benefit formula …

The use .f the party manifesto data (PMD) to identqy parties’ position in the political space provida a rather distorted picture of the Italian party syJlern. Three possible explanations fbr this are explored, namely that the Italian party system is exceptional, that there are jlaws in [he data and there might be flaws in the methodology. In recent years, political disputes have constantly prevented governments in China and Taiwan from working with each other on important issues of mutual concern. However, cooperation between law enforcement authorities on both sides of the Taiwan Strait has steadily increased over the past decade and a half, regardless of ups and downs in political relations. While governments on both sides are still not speaking to each other, law enforcement authorities are boosting cooperation by sharing information on criminal cases, deporting each other's fugitives, exchanging visits of high-ranking police officials and participating in seminars on cross-strait crime-fighting. This paper is an analysis of Estado Novo´s political ideology, through the study of the magazine Cultura Política: revista mensal de estudos brasileiros, government s official periodic. After having read selected articles, concerning the political organization instituted in Brazil by the Golpe de 37, it was possible to examine intellectuals rationalizations for the building of a strong and centralized national state in Brazil. At the end we could verify the role played by the magazine on the authoritarian regime, realize the burocracy s importance as producers of this ideological discourse, and distinguish some of its characteristics.

This study is about party-system change in modern Greece and has two chief aims. First, it seeks to make sense of and explain the evolution of that country’s party system from its early post-war years until today. Far from being ‘frozen’, the Greek party system has displayed continuous transformations from a system featuring significant party fragmentation into another characterised by the high concentration of its political forces. This paper explores the history and evolution of credit union philosophy. The evolution of credit union philosophy spans nearly 150 years. It’s a story that begins in the middle of 19th century Europe as it was emerging from a long history of feudal relations and tyrannical rule that created “the miserable economic conditions of the period and the realization that people would have to take action themselves if their lives were to improve.”1 The democratic ideals that were so eloquently articulated by classical liberal philosophers such as John Locke and Thomas Hobbes began to be increasingly institutionalized during this time.

This chapter is comprised of four sections. The first considers the characteristics of “knowledge society” and the educational changes that developing countries must undertake if they are ever to close the gap with the industrialized world. The next section assesses secondary edu-cation in Mexico, and the third examines the higher educational system. The final part offers a series of reflections on the tendencies that we are now witnessing, outlining the changes that are required to achieve better articulation between middle and higher education policy and Mexico’s options for growth and development in the near future.

This Article contends that the current debate over gay civil rights is, at base, a dispute over the nature of same-sex desire. Pro-gay forces advocate an ethnic or identity model of homosexuality based on the conviction that sexual orientation is an immutable, unchosen, and benign characteristic. The assertion that, in essence, gays are "born that way," has produced a gay political narrative that rests on claims of shared identity (i.e., homosexuals are a blameless minority) and arguments of equivalence (i.e., as a blameless minority, homosexuals deserve equal treatment and protection against discrimination).
