Legislative Professionalization: Travelling Theories To Brazilian Local-Level Legislatures, Patrick Silva

Patrick Silva

For more than two decades, scholars have studied the effects of legislative professionalization. Nevertheless, the theorization and hypothesis tests on this matter have been almost exclusively based on the American case. The test of these propositions in different contexts can enrich their explanation power. In this paper, I analyze one of the proposed effects of legislative professionalization – specifically on legislative production – using the case of Brazilian local-level legislatures. The findings show that Brazilian local-level legislatures display low levels of professionalization; the results also point out that professionalization has a positive effect on the number of bills presented by …

La Oposición Política: Notas Para Una Discusión Teórica, Fernando Barrientos Del Monte Dec 2015

La Oposición Política: Notas Para Una Discusión Teórica, Fernando Barrientos Del Monte

Fernando Barrientos Del Monte

International Labour Organization (Ilo) And Broader Civil Society: An Uneasy Relationship?, Piyasiri Wickramasekara

PIYASIRI WICKRAMASEKARA

This powerpoint presentation discusses the interactions between the International Labour Organization (ILO) and broader civil society. There is integration of non-governmental social partners in the identity of the Organization itself – Employers’ and Workers’ Organizations in view of ILO’s focus on labour. However, ILO maintains that … “... employers’ and workers’ organizations are distinct from other civil society groups in that they represent the actors of the “real economy” and draw their legitimacy from their membership” This leads to reduced scope for ILO interaction with broader civil society described as non-governmental organizations or civil society organizations. While there is provision …

Chapter 4 (Draft): John Locke And The Hobbesian Hypothesis: How A Very Similar Colonial Prejudice Found Its Way Into The Natural Rights Justification Of Private Property, Karl Widerquist, Grant Mccall Oct 2015

Chapter 4 (Draft): John Locke And The Hobbesian Hypothesis: How A Very Similar Colonial Prejudice Found Its Way Into The Natural Rights Justification Of Private Property, Karl Widerquist, Grant Mccall

Karl Widerquist

This chapter is a preliminary draft of Chapter 4 of the book, "Prehistoric Myths in Modern Political Philosophy." The role of this chapter is to show that what we call "the Hobbesian Hypothesis" is an essential premise in John Locke's justification of private property. The Hobbesian hypothesis, in this context, is the claim that everyone is better off in a society with private land and resource ownership (even if they own no land or resources) than they could reasonably except to be in a society in which these resources remained unowned and people lived as hunter-gatherers. This chapter does not …

Mindful Justice: The Search For Gandhi’S Sympathetic State After Bhopal, Nehal A. Patel

Nehal A. Patel

One of the most startling examples of unmitigated disaster occurred in Bhopal, India, in 1984, when a Union Carbide pesticide plant exploded tons of methyl isocyanate into the air, killing 3800 people overnight. 30 years later, the plant site has not been remediated, and the estimated death toll from the explosion now has reached over 20,000. Disaster victims repeatedly have sought relief directly from the government. Yet, the Indian and US governments and Union Carbide have refused to provide the necessary resources for proper remediation. In this Article, I examine the state’s response to the Bhopal disaster using the thought …

From Black And White To Left And Right: Race, Perception Of Candidates' Ideologies, And Voting Behavior In U.S. House Elections, Matthew L. Jacobsmeier Sep 2015

From Black And White To Left And Right: Race, Perception Of Candidates' Ideologies, And Voting Behavior In U.S. House Elections, Matthew L. Jacobsmeier

Matthew L. Jacobsmeier

While there is a strong scholarly consensus that race continues to play a central role in American politics, research on the effects of the race of candidates on electoral behavior have been decidedly mixed. Using American National Election Studies data and a non-linear systems of equations approach to estimation, I show that race-based misperceptions of candidates' ideologies have a significant indirect impact on voting decisions in elections to the U.S. House of Representatives. The indirect effects of race on voting behavior outweigh any direct effects of racial prejudice by a large margin. More specifically, the results suggest that white citizens …

The Political Consequences Of Party System Change, Riccardo Pelizzo, Zim Nwokora Aug 2015

The Political Consequences Of Party System Change, Riccardo Pelizzo, Zim Nwokora

riccardo pelizzo

This article engages one of the important gaps in the literature on party system effects: the consequences of party system change. We discuss how existing empirical approaches to party system change do not actually capture the changeability of patterns of party competition, which is the most direct understanding of the term “party system.” We propose a measure that does exactly this: the index of fluidity. Applying this measure to countries in South East Asia, we show that party system change is associated with harmful effects, including lower foreign direct investment and deterioration of the rule of law

Chapter 3 (Draft) The Hobbesian Hypothesis: How A Colonial Prejudice Became An Essential Premise In The Most Popular Justification Of Government, Karl Widerquist, Grant Mccall Aug 2015

Chapter 3 (Draft) The Hobbesian Hypothesis: How A Colonial Prejudice Became An Essential Premise In The Most Popular Justification Of Government, Karl Widerquist, Grant Mccall

Karl Widerquist

This chapter is a draft of Chapter Three of the book that Grant McCall and I are writing. The book is called, "Prehistoric Myths in Modern Political Philosophy." This chapter shows now Hobbes introduce an empirical claim into his most influential justification of the state. We call this claim the Hobbesian hypothesis: everyone is better off under the authority of a sovereign government than everyone would be outside of that authority. The chapter argue that this hypothesis is a strong, counterfactual, empirical claim about people in small-scale stateless societies that has not been well-established by empirical evidence.

Turkey And Saudis In Syria: Aligned Interests, Clashing Revisionisms, Zenonas Tziarras Jun 2015

Turkey And Saudis In Syria: Aligned Interests, Clashing Revisionisms, Zenonas Tziarras

Zenonas Tziarras

In early May, 2015 it became known that Saudi Arabia and Turkey are supporting extremist Islamist groups in Syria against the regime of Bashar al-Assad. That Turkey, Saudi Arabia and Qatar, among others, have – mostly indirectly – been supporting Islamist groups is not news as similar reports have been emerging from time to time since 2011, if not earlier. But this policy with regard to the Syrian conflict became increasingly overt amidst growing instability and lack of Western commitment to Assad’s overthrow. According to The Independent and other media, Turkish and Saudi support focuses on the overarching jihadist group …

Assessing Isis One Year Later, Zenonas Tziarras

Zenonas Tziarras

A year ago the world witnessed the swift advances of the Islamic State of Iraq and al-Sham (ISIS) in Iraq and Syria. Though the emergence of the group was somewhat expected for those who have been following the regional developments of the past years it caught most of the world by surprise. At the same time, its brutal tactics, military victories, resilience, evolution and extreme ideology have led many to characterize it as the greatest regional and international security threat at the moment or the most dangerous Islamist threat contemporary history has seen.
