Deliberación Y Democracia: Una Respuesta A Gallardo, Cristian Perez-Munoz Jan 2010

Deliberación Y Democracia: Una Respuesta A Gallardo, Cristian Perez-Munoz

Cristian Pérez Muñoz

In this brief article I evaluate the model of deliberative democracy recently advanced by Javier Gallardo (2009). My main purpose is to point out some problems in his proposal. In the !rst part of the article, I explain why his proposal may be indistinguishable from a model of competitive democracy. In particular I argue that his model could not deal with the normative and political problems that the author sees as inherent in a competitive democracy. Second, I examine the scope of his model. Gallardo explains neither who the subjects of deliberation are nor which spaces"agents actually deliberate in. If …

Impuestos Y Justicia Distributiva. Una Revisión Normativa De La Propuesta De Murphy Y Nagel, Cristian Pérez Muñoz

Cristian Pérez Muñoz

Recently, Liam Murphy and Thomas Nagel have presented an interesting and controversial proposal to evaluate normatively a tax system (Murphy y Nagel 2001, 2002; Murphy 2005a, 2005b). Basically, they argue that a tax scheme will be just only if it finds its place in a just set of economic and legal institutions. In this work I analyze their proposal. Firstly, I review and present their main ideas. Secondly, I examine some institutional consequences that would suppose the application of their proposal in order to choose a specific tax system. Fundamentally, in this section I evaluate the proposal of Negative Income …

¿Garantías Del Ingreso Para Garantizar El Trabajo?, Cristian Pérez Muñoz, José Luis Rey

In this paper we offer a normative evaluation about the Universal Basic Income proposal (UBI) face to the most important justifications of “guarantee job” and “right to work” proposals. Firstly, we present the main arguments that justify a UBI. secondly, we examine some of the most relevant reasons to believe that a UBI can be a desirable redistributive plan face to the current job guarantee policies. thirdly, we analyse the idea that an unconditional and universal income redistribution policy violates the reciprocity principle. in this sense, we argue that a redistributive policy like UBI is a better way to achieve …

“Propuestas Universales De Redistribución Del Ingreso. Un Análisis Normativo.”, Cristian Pérez Muñoz

The idea of guarantying an unconditional and universal income to each member of the political community is rooted in Thomas Paine and Joseph Charlier writings, published some centuries ago. In the last decades, the debate on this topic has been renewed. Among the recent initiatives, the most spread ones have been the Universal Basic Income, mainly developed by Philippe Van Parijs, and the capital grants proposal elaborated by Bruce Ackerman and Anne Alstott. These two guaranteed income proposals present many coincidences and differences, both in the normative and factual area. This article contains a normative analysis of both proposals, mainly …
