Elite Foreign Policy-Making Regarding Israel: A Comparison Between Jordan And Lebanon, Mishaal B. Ijaz

This thesis argues that external foreign powers, namely the United States and Syria, influenced foreign policy elites in Jordan and Lebanon to either pursue or reject normalization agreements with Israel throughout history. This thesis also examines how elite foreign policy-makers shape Lebanese and Jordanian public opinion through their policies with Israel.

Foreign policy rhetoric as a campaign strategy is limited in the current literature. The U.S.’ polarized political climate has divided voters along domestic issues. Therefore, foreign policy may be one of the few remaining “common ground” issues upon which U.S. presidential candidates can secure a broad, national coalition across the political spectrum. Pulling from Joe Biden’s speeches during his 2020 presidential campaign from C-SPAN’s coverage, I analyze his rhetoric in relation to China in a possible attempt to appeal to 2016 blue-collar Trump supporters. Since his election into office, a cloud of uncertainty has surrounded President Trump’s foreign policy ambitions. Much of today’s scholarship concerns its unpredictable nature and scope. President Trump, like previous presidents who have come before him, entered office with very little foreign policy experience. A key feature of his non-principled, fast-alternating foreign policy is that few people know exactly what he is going to propose next in terms of his international strategy. In this thesis, I problematize the United States’ response to the global phenomenon characterized as human trafficking. The framing of trafficking as policy issue takes place in the context of politicized claims about the nature and prevalence of trafficking, its relation to the sex industry, and the kind of response that is required. U.S. anti-trafficking policy was built and shaped in the context of fears about immigration, global labor, and the sex industry. As a result, trafficking has been used to justify oppressive domestic reactions such as border crackdown, scrutiny of immigrant and sex worker communities, and victim “protection” that …

In the absence of a continued military presence in Iraq, the United States must use alternative means to achieve its foreign policy goals. Stated goals include maintaining influence, increasing stability in Iraq, Iran, and the Arabian Peninsula, and ensuring Iraq's territorial integrity. This paper suggests leveraging the power of American oil and gas firms operating in Iraqi Kurdistan given the relative ineffectiveness of the embassy in Baghdad and the hostility many Iraqis exhibit toward American diplomats.
