This paper attempts to explain the threat that foreign disinformation poses for the United States Intelligence Community and its allies. The paper examines Russian disinformation from both a historical and contemporary context and how its effect on Western democracies may only be exacerbated in light of Chinese involvement and evolving technologies. Fortunately, the paper also studies practices and strategies that the United States Intelligence Community and its allied foreign counterparts may use to respond. It is hoped that this study will help shed further light on Russian and Chinese disinformation campaigns and explain how the Intelligence Community can efficiently react.

Decentralization And Centralization In Sociocratic Organizations—Dynamics, Combinations, And Hybrid Solutions, Ted Rau, Phd

The article discusses the interplay between decentralized and centralized aspects of governance in the context of decentralized self-governance and shares learnings from Sociocracy For All’s (SoFA) experience, including that decentralization is an active process that requires preparation, budget, strategy, and information can act as centralizing forces, and decentralization requires different ways of thinking about responsibility and leadership. SoFA is a young membership organization founded in 2016 promoting sociocracy, a governance system with consent-based decision-making in small groups, in nonprofits and other organizations.

Information is a critically important, yet hard to measure, component on policy innovation across state governments. Widespread use of broadband has made it easier for governments to observe other actors, increasing the amount of policy information, while also diversifying the sources of information available to policymakers. This should translate into making governments more innovative over time and quicker to adapt to challenges. At the same time, the Internet may disrupt previous existing flows of information by decreasing the importance of geographic proximity and creating more nationalized or global information networks. Globalization And The Diffusion Of Military Capabilities, Eddie Stokes

I analyze the effects of economic and informational globalization on the diffusion of military capabilities in the 20th and 21st centuries. To test these relationships, I use the KOF Swiss Economic Institute’s data on economic and informational globalization and the Correlates of War data on National Material Capabilities for all states of the international system from 1970 to 2011. Using an Ordinary Least Squares (OLS) regression of all states with standard errors clustered at the state-level, I find that economic globalization negatively correlates with increases in military capabilities; while informational globalization positively correlates with increases in military capabilities. Presidential nominating conventions sometimes trigger shifts in aggregate levels of candidate support large enough to affect election outcomes. While we are able to predict the probable impact of conventions with some degree of accuracy, we do not yet fully understand how these large-scale campaign events produce the changes we observe. Current scholarship on the impact of conventions on opinion is almost exclusively limited to aggregate-level analysis.
