An Analysis Of Democracy’S Effect On E-Government Development Globally., Frank Bencomo

This study looks to examine E-government’s relationship with Democracy on a global scale to assess the impact of how democratic a state is on how much it invests in E-government. I use the Economist’s democracy index and compare that to the United Nations E-government index in the years between 2008 to 2016 to find a pattern between the two factors. Once I identify the pattern, I use GDP per capita as a control variable to ensure that the relationship holds when how much capital a state has for each of its residents is taken into account. The Public Sphere As Site Of Emancipation And Enlightenment: A Discourse Theoretic Critique Of Digital Communication, David Ingram, Asaf Bar-Tura

Habermas claims that an inclusive public sphere is the only deliberative forum for generating public opinion that satisfies the epistemic and normative conditions underlying legitimate decision-making. He adds that digital technologies and other mass media need not undermine – but can extend – rational deliberation when properly instituted. This paper draws from social epistemology and technology studies to demonstrate the epistemic and normative limitations of this extension. We argue that current online communication structures fall short of satisfying the required epistemic and normative conditions. In this Essay, we want to suggest two ways in which people's experience with the Internet may affect how they think politics ought to be organized, and to consider the consequences for the political aspirations of minority communities. First, the notion of "virtual communities” – that is, communities that affiliate along nongeographic lines – may provide new support for alternatives to traditional geographic districting practices.
