This article critiques an investigative report officially intended (1) to establish the facts and circumstances contributing to the April 20, 2001 interdiction of a United States (US) missionary floatplane and the death of two US citizens and (2) to make recommendations to minimize another such accident. The report was issued by the US Department of State Bureau for International Narcotics and Law Enforcement Affairs.

This research focused on the forms and structure of customary political organization in Quechua indigenous communities of the Peruvian Andes that extend from the villages to their associated migrant communities in the capital. As the mining industry has been expanding rapidly throughout the Andes in recent decades, describing the political organization of these remote communities is a key aspect of their negotiation practices with these external industries. Under Pressure: Explaining Backlash Against Civil Society In The Andean Community, Noah Anders Levine

In this thesis, I consider the trend of increasing backlash against civil society around the world. I focus on Ecuador and Peru, both democratic countries that have placed restrictions on NGOs receiving foreign funding. I examine both countries in terms of changes over time in the regulatory environment for NGOs. I ask: What factors motivated these changes? I analyze the countries with respect to three possible explanations: defending sovereignty against foreign powers, stifling internal dissent, and seeking rents.
