Turkey And Saudis In Syria: Aligned Interests, Clashing Revisionisms, Zenonas Tziarras

Zenonas Tziarras

In early May, 2015 it became known that Saudi Arabia and Turkey are supporting extremist Islamist groups in Syria against the regime of Bashar al-Assad. That Turkey, Saudi Arabia and Qatar, among others, have – mostly indirectly – been supporting Islamist groups is not news as similar reports have been emerging from time to time since 2011, if not earlier. But this policy with regard to the Syrian conflict became increasingly overt amidst growing instability and lack of Western commitment to Assad’s overthrow. According to The Independent and other media, Turkish and Saudi support focuses on the overarching jihadist group …

Assessing Isis One Year Later, Zenonas Tziarras

Zenonas Tziarras

A year ago the world witnessed the swift advances of the Islamic State of Iraq and al-Sham (ISIS) in Iraq and Syria. Though the emergence of the group was somewhat expected for those who have been following the regional developments of the past years it caught most of the world by surprise. At the same time, its brutal tactics, military victories, resilience, evolution and extreme ideology have led many to characterize it as the greatest regional and international security threat at the moment or the most dangerous Islamist threat contemporary history has seen.

Turquía Y Latinoamérica. Nuevas Presencias, Nuevas Contrapartes, Günther Maihold Jan 2014

Turkey-Egypt: Turkish Model, Political Culture And Regional Power Struggle, Zenonas Tziarras Oct 2013

Turkey-Egypt: Turkish Model, Political Culture And Regional Power Struggle, Zenonas Tziarras

Zenonas Tziarras

This paper argues that although, during the governance of the Muslim Brotherhood, the promotion of the Turkish model through political and economic support was welcomed in Egypt, it is not compatible with the country and cannot be emulated, while there are also different perceptions about the matter on the elite and mass political culture levels. Moreover, based on the political culture(s) of the county, it is very likely that future governments in Egypt would want to assume a greater regional role. Ultimately this means that the Turkish model would have failed as a means of soft power and hegemony, while …

The Sino-Centric Fault-Lines Of Turkish Geopolitics, Oğuz Dilek Dr. Apr 2013

The Sino-Centric Fault-Lines Of Turkish Geopolitics, Oğuz Dilek Dr.

Oğuz Dilek Dr.

Turkey has recently started to situate its security into a new geographical expanse with borders inching closer to the emerging China-centered world, and away from the European Peninsula. China by forming voluminous trade links with energy-rich Middle Eastern and Caucasian states has made the economic geography around Turkey’s borders appealing more than ever. Two outcomes lying face-to-face transpired from this new neighborhood. First, Turkey now enjoys an economic shelter that provides additional export outlets and foreign financial resources at a time of great distress in the West. Second, now Turkey’s material wellbeing is contingent on countries, such as Russia and …

Turkish Nation-State Identity And Foreign Policy On Armenia: The Roles Of Sèvresphobia And ‘Brotherly’ Azerbaijan, Emre Iseri, Nihat Celik

Emre Iseri

Turkey’s new foreign policy activism heightened expectations regarding Turkish-Armenian reconciliation that remain unmet. Beginning at the nexus of national identity and foreign policy, this article addresses the way in which the Turkish nation-state identity’s constitutive discourse on Sèvres Syndrome and ‘brotherly’ Azerbaijan still play a critical role in Turkey’s foreign policy on Armenia.

Turkey's Energy Strategy And The Southern Gas Corridor, Emre Iseri, Alper Almaz Jan 2013

Turkey's Energy Strategy And The Southern Gas Corridor, Emre Iseri, Alper Almaz

Emre Iseri

"There are “short-term” ( supply shortages due to accidents, terrorist attacks, technical failure, etc.) and “long-term” (absence of infrastructure/framework for creating strategic security against major risks such as non-delivery due to political or economic reasons) energy security risks. “Procurement diversification” through ensuring the flow of regional alternative natural gas reserves in the Caspian Basin is a viable strategy to address those energy risks in particular for the long-term ones. Indeed, immediate aftermath of consecutive gas disputes of 2006, 2008, 2009 crises with Russia; the European Commission (EC) initiated the Southern Gas Corridor or so-called the New Silk Road to transport …

Yeni Enerji Jeopolitiğinde Nato'nun Enerji Güvenliğinde Tamamlayıcı Rolü Ve Türkiye'nin Potansiyel Katkıları (Nato's Complimentary Role In Energy Security And Turkey's Potential Contributions At The New Energy Geopolitics ), Emre Iseri, Oguz Dilek

Emre Iseri

Energy-related issues gained a prominent place within the NATO’s new strategic concept declared during the Lisbon Summit (November 20, 2010). This final strategic concept is to address two new sources of threat within the new energy geopolitics - ‘resource nationalism’ and ‘energy terrorism’ - which deeply concern those NATO members that require imported energy resources to meet their soaring domestic demand. Lisbon Summit to remove, if not alleviate, these security challenges tasked NATO with a set of specific roles. As a melting pot of the said two energy related risks, Turkey with its pledge to become the fourth energy artery …

The result is a “talking timeline of events” which shows that the Syrian crisis has been a “reality check” for Turkey.

The Middle Eastern Wealth Management Industry: Boon Or Bust?, Bryane Michael Jan 2012

The Middle Eastern Wealth Management Industry: Boon Or Bust?, Bryane Michael

Bryane Michael (bryane.michael@stcatz.ox.ac.uk)

The wealth management industry in the Middle East and North Africa (MENA) represents a roughly $800 billion opportunity. Yet, tapping this opportunity will require new strategies by the wirehouses looking to penetrate into this market. In this paper, we argue that Middle-Eastern policymakers and bankers will need to develop an indigenous wealth management industry which keeps the super-wealthy’s investments at home. Developing a local national wealth management industry requires letting in foreign competition, changing banking and securities laws, and growing local companies whose share are worth buying. We show why Turkey has succeeded in growing a nationally and internationally competitive …

Illicit Trans-Border Trade Between Iraq And Turkey In The Post-Saddam Era, Ekici Behsat Jan 2011

Illicit Trans-Border Trade Between Iraq And Turkey In The Post-Saddam Era, Ekici Behsat

Ekici Behsat

The U.S.-led invasion in March 2003 toppled Iraq’s Saddam regime and created a power vacuum in the country. The post-Saddam Iraq has gone through a period of anarchy, lawlessness and erosion of social norms. This is because degenerated state institutions have failed to cope with wide ranging security issues. In addition, the collapse of the state authority has had cascading effects on the rule of law. The resulting chaos has ripped the country apart. This ultimately has led to the rise of transnational criminal organizations, insurgents, militias and ethnic groups. These groups fight for survival and dominance in a Hobbesian …

Instrumentalist Use Of Journalism In Imposing The Kemalist Hegemonic Worldview And Educating The Masses In The Early Republican Period, Begum Burak, Ihsan Yilmaz

Begum Burak

Abstract This paper analyses hegemonic use of the press in the process of top-down Kemalist modernization in the early periods of the Turkish Republic that is characterized by one party rule between early 1920s and 1950. In addition to helping Westernization attempts of the Kemalists, the press in this period also was hegemonically engaged in vilification of the past. Moreover, intolerant attitude towards pluralism and plurality of views was the discursive norm of the Turkish press at that time. The journalism and the press in the early years of the Republic had consistently supported the new regime which was committed …

The Akp And The “Alevi Opening”: Understanding The Dynamics Of The Rapprochement, Talha Kose Jan 2010

The Akp And The “Alevi Opening”: Understanding The Dynamics Of The Rapprochement, Talha Kose

Talha Kose

"The AKP government has undertaken a series of steps to understand and respond to Alevi identity-based claims. Popularly known as the “Alevi opening” process, the initiative is the first systematic effort to deal with the identity-based discontents of the Alevis. This step is also part of the broader policy of “democratic opening,” which intends to address the burning problems of various identity groups (the Kurds, Alevis, religious minorities and the Roma people) in Turkey. This study provides an analytic background for understanding the governing AKP’s “Alevi opening”, which was launched in the summer of 2007. More specifically, the issues that …

Elite Framing And Conflict Transformation In Turkey, Neophytos Loizides Jan 2009

Elite Framing And Conflict Transformation In Turkey, Neophytos Loizides

Neophytos Loizides

This article examines the effects of elite framing in conflict transformation. It utilizes debates from the Turkish Grand National Assembly (TBMM) as the main source of empirical evidence and demonstrates differences in the way Turkish parliamentarians framed national and foreign policy issues in the 1990s. For the most part, elite framing of Kurdish issues was predominantly monolithic and adversarial towards ‘ethnic others’ demonstrating few challenges to dominant nationalist narratives and discourses, while framing of Greek-Turkish disputes was diverse, with moderates cautiously challenging hardliners on the necessity of cooperating with Greece. The article unravels these elite framing strategies and illustrates how …

The Alliance Of Civilizations: Possibilities Of Conflict Resolution At The Civilizational Level, Talha Kose Jan 2009

The Alliance Of Civilizations: Possibilities Of Conflict Resolution At The Civilizational Level, Talha Kose

Talha Kose

"This study examines the possible contributions of the critical perspectives and conceptual frameworks of the Conflict Resolution field to address “civilizational level” conflicts. The possibilities and limitations of dialogue processes at the civilizational level are critically examined. While recognizing the main assumptions and contributions of dialogue processes to deal with cultural/civilizational conflicts, this study puts forward an alternative and more practical vision: that of creating Spheres of Dialogic Interaction (SODI). In the second part of the study, the social and political backgrounds, practical contributions, and limitations of two recent projects the “Dialogue among Civilizations” (DaC) and the “Alliance of Civilizations” …

Değişen Ortadoğu Denkleminde İsrail Lübnan Krizi Ve Türkiye'nin Rolü, Talha Kose Jan 2007

Değişen Ortadoğu Denkleminde İsrail Lübnan Krizi Ve Türkiye'nin Rolü, Talha Kose

Talha Kose

12 Temmuz 2006 tarihinde Hizbullah militanlarının sınırı geçerek, üç İsrailli askeri öldürmesi ve ikisini rehin alması ve karşılık olarak İsrail’in askeri operasyon başlatması üzerine patlak veren savaş, 14 Ağustos 2006 tarihinde ilan edilen ateşkes ile son buldu. BM Güvenlik Konseyi’nin 1701 sayılı kararı taraflarca onaylandı ve Güney Lübnan’a 15 bin barış gücü askerinden oluşan UNIFIL barış gücü misyonu konuşlandırılmasına karar verildi. Türk askerleri de TBMM’nin onayıyla UNIFIL misyonuna katkıda bulunmak için Güney Lübnan’a gitti. Ancak ateşkes ilanı taraflar arasındaki sorunları gidermekten oldukça uzaktır. Lübnan’da yaşanmakta olan sorunlar Ortadoğu’nun genelinde tecrübe edilen değişim süreciyle yakından ilgilidir. Lübnan’da istikrar sağlanmadan Ortadoğu’nun genelinde …

Crisis Management In The Eastern Mediterranean: Implications For Policymakers, Neophytos Loizides

Neophytos Loizides
