The Two Koreas: Prospects For Economic Cooperation And Integration, Marcus Noland

After nearly a half century of strident adherence to the principles of socialism and self-reliance, North Korea may be on the verge of opening itself to outside aid and advice. Motivators include a decade of economic trouble punctuated by declining output and famine as well as underdeveloped infrastructures and reduction in foreign trade and material support. The limits of national selfsufficiency may finally have become admissible in North Korea, as evidenced by recent diplomatic negotiations and cooperative commercial projects with capitalist nations. Decentralization And Democratization In Bolivia, Miguel Centellas

Bolivia’s decentralization under the 1994 Ley de Participación Popular (LPP) cannot be characterized as federalism or administrative decentralization. The Bolivian model demonstrates the importance of ideological discourse and the role of decentralization in democratization. The ideological and historical roots of Bolivia’s state decentralization explain its divergence from other decentralization strategies. Bolivia’s LPP includes citi-zen-initiated Organizaciones Territoriales de Base (OTB) which provide communal democratic control over municipal governments. This unique strategy makes Bolivia a possible case for emulation among other decentralizing (and democratizing) regimes.

One of the most pressing issues facing liberal democracies today is the politicization of ethnocultural diversity. Minority cultures are demanding greater public recognition of their distinctive identities, and greater freedom and opportunity to retain and develop their distinctive cultural practices. In response to these demands, new and creative mechanisms are being adopted in many countries for accommodating difference. This paper discusses some of the issues raised by these demands, focusing in particular on the difficulties, which arise in North America and Israel when the minority seeking accommodation is illiberal. The Evolution Of The Public Trust Doctrine And The Degradation Of Trust Re- Sources: Courts, Trustees And Political Power In Wisconsin, Melissa K. Scanlan

The public trust doctrine is rooted in ancient Roman law and the Wisconsin Constitution. Ancient Roman jurists be- lieved that the natural law concept that the waters are common to all was not subject to the changing whims of legis- latures. Similarly, modern theorists assert that a constitutionally-based doctrine will be more insulated from politics. This Comment demonstrates the limits of these theories. The trust doctrine is not immutable. Based on interviews with the trustees of Wisconsin's water resources, this Comment uncovers the constraints on the trustees. El presente trabajo indaga el conjunto de la producción legislativa de importancia, como un indicador central para demostrar la forma en como se comporta el proceso de gobierno en Uruguay.
