The purpose of this article is to provide evidence regarding the comparability of results provided by two survey methods—a random phone survey and a nonrandom online survey—using the derived importance–performance approach to examine service satisfaction data at the local level. Specifically, we measure whether nonprobability opt-in online survey results produce results that are convergent or divergent to random phone survey results. The findings show that the phone and online survey techniques yield divergent results when simple univariate statistical techniques are employed but produce similar results when the data are analyzed using the more advanced derived importance approach. This paper examines the political, economic, and institutional variables associated with the presence of state laws that mandate the use of public input in local budgeting. The results show that political and institutional variables can help explain the presence of such laws, but the relationships between variables of interest shift depending on whether laws aimed at cities or counties are the focal point and on which types of public input methods are under consideration. The implications for both theories of public participation in budgeting and intergovernmental relations are discussed within.

Though not yet fully representative of the general public, such advances in descriptive representation are a sign of progressive change occurring within the executive branch, with positive potential implications for the state of representative democracy and public policy. In this article, I survey the current state of descriptive representation under the Obama presidency and the extent to which the president’s policy agenda has substantively addressed the needs of historically underrepresented groups. I argue that racial inequalities emanating from the war on drugs have been largely overlooked and at times aggravated by previous administrations. Since its inception in 2003, the President’s Emergency Plan for AIDS Relief (PEPFAR) has saved millions of lives through providing anti-retroviral (ARV) treatment to people living with HIV/AIDS. However, our analysis of publicly available PEPFAR operational plans shows that funding to AIDS treatment has actually fallen significantly since 2008 in both absolute dollars and as a portion of total budgets—just at a pivotal moment when investment could change the course of the epidemic.

Even if Turkish Cypriots supported the Annan Plan, the Republic of Cyprus entered the EU representing the whole island. The European Commission reacted by agreeing to ‘reward’ Turkish Cypriot community’s ‘yes’ by a financial assistance package, easing trade between the two sides, lifting the isolations on Turkish Cypriots, and helping the Cypriots to solve the conflict. However, it has faced major difficulties in implementing these policies. This was probably one of the reasons why Turkish Cypriots have expressed lower trust towards the EU compared with the European average since April/May 2006 to May 2010.
