Are Voters Better Represented?, Brian Newman, John D. Griffin

Studies of political participation and representation often contend that elected officials respond more to the preferences of voters than those of nonvoters, but seldom test this claim. This is a critical assumption because if true, biases in who participates will lead to biased representation. Office holders might respond disproportionately to voters’ preferences because voters tend to select like-minded representatives, voters tend to communicate their preferences more, and only voters can reelect representatives. We find that voter preferences predict the aggregate roll-call behavior of Senators while nonvoter preferences do not. Worldviews emerge from our individual and collective Levels of Consciousness at given points in time and space and from what we come to “believe” is possible or not. In my own experience, my research on Consciousness, and my study of various cultures, societies, and Consciousness literature, I have identified at least seven Levels of Consciousness, twenty-five Archetypal Energies, and various Earth Lessons, which we seem to commonly experience as human beings, in our own unique personal, societal, and global life spaces.

A large number of central theoretical problems of modern Western states can be epitomised in a three-cornered dilemma, i.e. a situation where a choice has to be made among three potentially incompatible principles. To the tension between democracy and constitutionalism (popular participation and constitutional constraints) the goal of efficient decision-making adds a third dimension. Constitutional economics is interpreted here as an analytical approach to law, state and politics, based on rational choice theory. It endeavours both an explanatory and a justificatory task. I suppose Lundergan was selected by a lost and frightened Democratic leadership looking to "go conservative" after the party's most recent electoral spanking. Surely Democrats have noticed by now that despite whatever redeeming qualities Lundergan may possess, his selection effectively seized the moral low ground on issues related to the public trust.

When a sudden on-set emergency or disaster affects a region or the whole country, communities and neighborhoods should plan for the possibility that emergency and other civic services will be disrupted and unavailable (District of Columbia 2003a, 2003b, 2004; Doyle 2004; Siskiyou County Public Health/NorCalBT.com 2004). As the use of ‘diaspora’ has proliferated in the last decade, its meaning has been stretched in various directions. This article traces the dispersion of the term in semantic, conceptual and disciplinary space; analyses three core elements that continue to be understood as constitutive of diaspora; assesses claims made by theorists of diaspora about a radical shift in perspective and a fundamental change in the social world; and proposes to treat diaspora not as a bounded entity but as an idiom, stance andclaim.

The idea that the public expects more from its presidents than they are able to deliver long has been a mainstay of the presidential literature. When presidential scholars ask whether the expectations gap exists, they generally provide microlevel explanations that focus on the relationships among various presidential characteristics and how these characteristics are perceived by the public. This approach makes sense if expectations are chiefly responsive to perceptions of the Presidency itself. Yet, recent research empirically identifies an expectations gap in public perceptions of Congress and the president.
