Violencia Urbana Y Participación Ciudadana, Fernando Barrientos Del Monte Jul 2002

Violencia Urbana Y Participación Ciudadana, Fernando Barrientos Del Monte

Fernando Barrientos Del Monte

State Repression: Behind The Mask Of Democracy ..., Ashok Agrwaal May 2002

State Repression: Behind The Mask Of Democracy ..., Ashok Agrwaal

Ashok Agrwaal

There has never been a satisfactory solution to the problem of handling / controlling political power, albeit the liberal claim that theirs is the best of the possible solutions known to human history. Notwithstanding the rhetoric justifying the creation and evolution of the modern nation-state, which focuses on its potential – through the ‘Rule of Law’ – to be more just and egalitarian than any other system of organised political power, there is overwhelming empirical evidence to show that things have not changed very much. States continue to repress their citizens in all manner of ways. The difference being that, …

The Rule Of Law: A Reassessment For The Twenty-First Century, Noel B. Reynolds Jan 2002

The Rule Of Law: A Reassessment For The Twenty-First Century, Noel B. Reynolds

Noel B Reynolds

This brief radio address attempts to explain the origins of American liberty and to assess its health at the beginning of the 21st century. The notion of rule of law and the emerging science of constitutionalism enabled America’s founding generation to establish a system of political liberty that continues to stand as a model for all human societies to pursue.

Bill Clinton’S Approval Ratings: The More Things Change, The More They Stay The Same, Brian Newman Dec 2001

Bill Clinton’S Approval Ratings: The More Things Change, The More They Stay The Same, Brian Newman

Brian Newman

Over the past three decades, political scientists have been developing general models of presidential approval ratings, seeking to determine the structure of aggregate approval. This endeavor has culminated in the broad claim that "peace, prosperity, and probity" drive the public's approval. The unprecedented events of the Clinton Presidency, especially his high approval during and after impeachment, present a strong challenge to this model. However, the existing model explains Clinton's approval remarkably well, suggesting that the public punished and rewarded him for the state of the economy, major political events, and his integrity. Passing this strong test constitutes considerable support for …

The Shield Of Achiles, State, Security And New Wars (El Escudo De Aquiles, Estado, Seguridad Y Nuevas Guerras) Spanish, Fernando Estrada Dec 2001

The Shield Of Achiles, State, Security And New Wars (El Escudo De Aquiles, Estado, Seguridad Y Nuevas Guerras) Spanish, Fernando Estrada

Fernando Estrada

At this stage of the manifestation of irregular warfare conflicts becomes porous, bottom to top and back. The security of states depends on a weak shield vulnerable to unforeseen terrorist actions. This will not come labeled by a single identity but multiplied their masks, may be a timid bystander who walks the streets at noon sweater dress with a teacher dressed and slow. The security policy imposes severe restrictions on basic freedoms, including perhaps most importantly, individual privacy or family.

Sistema Partidário E Instabilidade Eleitoral No Brasil, Paulo S. Peres Dec 2001

Sistema Partidário E Instabilidade Eleitoral No Brasil, Paulo S. Peres

Paulo S. Peres

The Two Sides Of Euroscepticism. Party Positions On European Integration In East Central Europe, Petr Kopecky, Cas Mudde Dec 2001

The Two Sides Of Euroscepticism. Party Positions On European Integration In East Central Europe, Petr Kopecky, Cas Mudde

Cas Mudde

This article aims to make a three-fold contribution to the study of Euroscepticism in the wider Europe. First, it presents a two-dimensional conceptualization of party positions on European integration in general, and of Euroscepticism in particular, distinguishing between diffuse and specific support for European integration (i.e. ‘support for the ideas of European integration’ and ‘support for the EU’). Second, it analyses the location, type, and electoral strength of party-based Euroscepticism in the four candidate countries of East Central Europe – the Czech Republic, Hungary, Poland, and Slovakia. Third, it contributes to the ideology vs. strategy debate, showing that ideology is …

Legal Theory And The Rule Of Law, Noel B. Reynolds Dec 2001

Legal Theory And The Rule Of Law, Noel B. Reynolds

Noel B Reynolds

In "Legal Theory and the Rule of Law" Noel Reynolds maintains that the rule of law can be understood as a set of conditions that rational actors would impose on any authority they would create to act in their stead in creating and administering legally binding rules. The authority and obligation associated with law derive from this fundamental convention, and the principles of the rule of law are the conditions of that agreement, which become thereby governing principles to which legislatures, judges, and enforcement agencies can be held in their official actions. These generally recognized standards are inherent in this …

Are They Really As Bad As They Seem? Nonresponse Rates At The End Of The Twentieth Century, Charlotte Steeh, Nicole Kirgis, Brian Cannon, Jeff R. Dewitt Dec 2001

Are They Really As Bad As They Seem? Nonresponse Rates At The End Of The Twentieth Century, Charlotte Steeh, Nicole Kirgis, Brian Cannon, Jeff R. Dewitt

Jeff DeWitt

Although nonresponse to surveys of the general population seems to be increasing, very little research has looked specifically at trends for telephone surveys that use random digit dial sampling methods. Our society and those of other countries rely on random digit dial surveys to provide information on which many important policies are based. Furthermore, new communication technologies and the ubiquity of telemarketing threaten telephone surveys. For these reasons, we examine nonresponse in the 1990s for two RDD surveys, one national and the other state level, tracing changes in three categories of nonresponse - refusals, noncontacts, and other noninterviews. Although we …
