Everyday Diplomacy: Mission, Spectacle And The Remaking Of Diplomatic Culture, Costas M. Constantinou Dec 2015

Everyday Diplomacy: Mission, Spectacle And The Remaking Of Diplomatic Culture, Costas M. Constantinou

Costas M. Constantinou

Images, narratives and practices of diplomacy occur on a daily basis. The everydayness
and ordinariness of diplomacy, however, is not readily acknowledged – at least within the
discipline of International Relations (IR). In matters diplomatic, during the last century,
the discipline predominantly concentrated on the activities of the official agents of states
as infused by the aristocratic and bureaucratic tradition of the European international
society (Satow 1922, Nicolson 1939, Kissinger 1994). Even among critical IR scholars
considering the ‘future of diplomacy’ more recently, diplomacy is only reserved for the
work of diplomats representing sovereign territorial units. It is not meant …

Engaging The 'Ungoverned': The Merging Of Diplomacy, Defence And Development, Costas M. Constantinou, Sam Okoth Opondo

Costas M. Constantinou

This article explores biopolitical practices that extend beyond national borders and take the whole
of humanity as their province. It looks at how attempts to secure and optimize conditions of living
in Africa are not merely governmental in scope but also diplomatic in their conceptualization and
conduct. It specifically examines the merging of diplomacy, defence and development (or the 3Ds),
which purports to optimize life and shape ways of being in areas that cannot be ‘fully governed’
or resist domestication. It assesses the impact of diplomatic pluralization, characterized by the
militarization of diplomacy and development, the diplomatization of the military, …

Between Statecraft And Humanism: Diplomacy And Its Forms Of Knowledge, Costas M. Constantinou Dec 2012

Between Statecraft And Humanism: Diplomacy And Its Forms Of Knowledge, Costas M. Constantinou

Costas M. Constantinou

Diplomacy is concomitant with humanity’s highest hopes and deepest
frustrations. Complex global problems demandbut might not receive
deep understanding, skilled advocacy, and sustained negotiation and
innovation. Diplomatic method, this article argues, emerges by combining
advocacy and reflexivity, and in modernity as dialectic between
statecraft and humanism. Statecraft is currently dominant, but humanist
aspirations remain pertinent, if often repressed. By examining the issue
of diplomatic knowledge in functional and historical contextsand crucially
by looking at it beyond information and intelligence gathering
the article examines how humanism becomes a usable praxis in diplomacy.
Specifically, how humanist …

New Middle East, New Insecurities And The Limits Of Liberation Geography, Peter J. Burgess, Costas M. Constantinou Dec 2012

New Middle East, New Insecurities And The Limits Of Liberation Geography, Peter J. Burgess, Costas M. Constantinou

Costas M. Constantinou

The recent uprisings in the Middle East have highlighted – once again and in dramatic fashion – the
confluence of understandings of security, representations of danger and practices of legitimation
that shape our variegated geopolitical landscape. The political landscape of the Middle East is
changing, and with it many of the rote certainties about how things are done or ought to be done in
and with  the region. Local regimes of power can no longer justify to national constituencies and
international audiences the necessity of autocratic rule, states of emergency and suspension of
rights. ‘The West’ confronts the hypocrisies and …

Multidirectional Diplomacy And The Privatization Of Settlement, Costas M. Constantinou Dec 2011

Multidirectional Diplomacy And The Privatization Of Settlement, Costas M. Constantinou

Costas M. Constantinou

What constitutes a “solution” to a political problem? How far is the solution
complicated by rival perceptions on what exactly is the problem? How does
the insolubility of a protracted conflict acquire social capital and morph into
a form of settlement? And what does it mean to have settlements that escape
government control and undermine the monopoly of state or communal
authority to settle conflict?

Conflicts And Uses Of Cultural Heritage In Cyprus, Costas M. Constantinou, Olga Demetriou, Mete Hatay Dec 2011

Conflicts And Uses Of Cultural Heritage In Cyprus, Costas M. Constantinou, Olga Demetriou, Mete Hatay

Costas M. Constantinou

This paper examines the conflicts and politics of heritage within communities and across
the ethnic divide in Cyprus. By looking at three case studies of religious, antiquarian and
modern heritage, it underscores the selective appropriations and restorations of heritage
as well as problems of heritage identification and protection. Specifically it is concerned
with the status of churches and building of mosques in the northern part of the island, the
symbolic uses of the Kyrenia shipwreck and its replicas, and the difficulty in politically
appropriating the ruined Nicosia airport that is located in the UN Buffer Zone.

The Transformation Of Foreign Policy And Diplomacy, Costas M. Constantinou, Gunther Hellmann Dec 2010

The Transformation Of Foreign Policy And Diplomacy, Costas M. Constantinou, Gunther Hellmann

Costas M. Constantinou

In the face of a globalized world characterized by practices of de-territorialisation,
shifting spaces of political authority, and increasing uncertainty about what is
foreign and what is domestic, foreign policy appears to be an anachronistic and
almost old-fashioned concept which fails to capture the dynamics of contemporary
international relations. A similar problem exists with diplomacy, if viewed
exclusively as an interstate or intergovernmental affair, or as only concerned with the
“foreign” and not also with the “domestic” as well as with varying degrees of
otherness.

Comfortable Conflict And (Il)Liberal Peace In Cyprus, Constantinos Adamides, Costas M. Constantinou Dec 2010

Comfortable Conflict And (Il)Liberal Peace In Cyprus, Constantinos Adamides, Costas M. Constantinou

Costas M. Constantinou

Cypriots currently experience a peculiar conflict while negotiating different understandings of
peace. The conflict today is starkly different to what they experienced in the 1960s and early 70s.
The old enemies and the same rhetoric—and even some of the same politicians—are still around.
But nowadays the Cypriot conflict is more symbolic and ‘civilized’, as a certain kind of peace is
also in place: i.e. absence of violence combined with democracy, partial freedom of movement
and enviable levels of prosperity both north and south of the Buffer Zone. Still, as this peace is
based on forced division, ethnic cleansing and legal …

Cyprus, Ethnic Conflict And Conflicted Heritage, Costas M. Constantinou, Mete Hatay Sep 2010

Cyprus, Ethnic Conflict And Conflicted Heritage, Costas M. Constantinou, Mete Hatay

Costas M. Constantinou

This article examines the dominant heritage discourse in Cyprus
concerning preservation and destruction, and its implications for ethnocultural
identity construction and promotion. By exploring two heritage
sites (one north and one south of the Buffer Zone) it suggests that
heritage practice is more complex than commonly presented. Specifically,
it shows how ethnic conflict has not only been responsible for heritage
destruction but also for the preservation of it as an unintended
consequence of ‘freezing’ development. It also examines how ethnic
groups and individuals may come to evaluate their ‘own’ heritage
negatively, specifically as an inconvenient cultural load, in efforts to …

Cypriot In-Dependence And The Problem Of Sovereignty, Costas M. Constantinou Dec 2009

Cypriot In-Dependence And The Problem Of Sovereignty, Costas M. Constantinou

Costas M. Constantinou

States have strange beginnings; more so postcolonial ones.
They can begin as settlements of incarceration for criminal Europeans (Australia). Or as
projects of restorative justice making up for racist criminality and mass extermination (Israel). Or
as sites of repatriation for emancipated Africans after centuries of slavery, rehabilitating through
intra-colonialism (Liberia). States can come into being within imperial spaces of control, within
territories and borders imagined by others (the case with most African states). States can succeed
colonial rule over disparate lands and islands, tasked to govern a diverse pool of ethno-cultural
communities (e.g. Indonesia, Philippines, Burma and Papua New Guinea). …

Sustaining Global Hope: Sovereignty, Power And The Transformation Of Diplomacy, Costas M. Constantinou, James Der Derian Dec 2009

Sustaining Global Hope: Sovereignty, Power And The Transformation Of Diplomacy, Costas M. Constantinou, James Der Derian

Costas M. Constantinou

In what ways can diplomacy be restored as a virtue rather than being seen as a negative concept characterised by guile and deception? How can it move beyond mere advocacy of interests and be allowed to truly experiment with the reconciliation or coexistence of rival ways of living? How can it build durable relationships, address complex problems, and promote global peace and security?

Sustainable Diplomacies looks at these questions from different theoretical and practical angles. This highly innovative and topical book draws inspiration from the history of diplomatic thought as well as from environmental, anthropological, religious and postcolonial studies. It examines specific …

Cyprus, Minority Politics And Surplus Ethnicity, Costas M. Constantinou Dec 2008

Cyprus, Minority Politics And Surplus Ethnicity, Costas M. Constantinou

Costas M. Constantinou

The consociational system of governance that Cyprus acquired at independence has
had highly ambivalent effects on Cypriot ethno-cultural minorities. For historical or
realpolitik reasons that are still hotly debated, one ethnic minority (Turkish Cypriots)
acquired an elevated status and was officially recognised as a partner of the ethnic
majority (Greek Cypriots); other minorities were recognised but in ways that in effect
misrepresented them (Maronites, Armenians and Latins); and still others did not and
cannot be recognised at all (e.g. Gypsies and Arabs). Minority recognition can
strengthen a community though it can also disempower it, depending on the sociopolitical
context within …

On The Cypriot States Of Exception, Costas M. Constantinou Dec 2007

On The Cypriot States Of Exception, Costas M. Constantinou

Costas M. Constantinou

This article explores the politics of exceptionality in Cyprus. It focuses
on the postcolonial constriction of Cypriot statehood—the framing of
the sovereign itself as an exception—and how the emerging discourse
of exceptionality unfolded a spiral of states of exception on the ground.
Looking in and across a variety of Cypriot sites and regimes (north,
south, sovereign base areas and buffer zone) the article examines what
claims of exceptionality legitimate in political and everyday life as well
as their ironic and paradoxical effects. Finally, it looks at how the
Cyprus case informs debates on current theorizations of exceptionalism.

Aporias Of Identity: Bicommunalism, Hybridity And The 'Cyprus Problem', Costas M. Constantinou Dec 2006

Aporias Of Identity: Bicommunalism, Hybridity And The 'Cyprus Problem', Costas M. Constantinou

Costas M. Constantinou

This article examines the predicaments and paradoxes of identity politics
in Cyprus. It looks at the historical alliance of colonial practices and
nationalist rationales that brought about a static bicommunal system,
establishing the basis for inter-ethnic conflict, or what became known as
the ‘Cyprus problem’. The advent of modern governmentality, dividing
and classifying the Cypriot population, helped, in addition, to solidify
fluid and ambiguous ethno-religious boundaries, making it more difficult
for individuals to use ethno-religious identities flexibly and pragmatically,
including their use as a tactic to resist the policies of consecutive
regimes of power. The article suggests that the ‘Cyprus problem’ …

On Homo-Diplomacy, Costas M. Constantinou Oct 2006

On Homo-Diplomacy, Costas M. Constantinou

Costas M. Constantinou

This article explores alternative cultures of diplomacy that have been neglected in diplomatic studies
and global politics. It is concerned firstly with the human dimension of diplomacy, that is to say,
the interpersonal dealings of the homo sapiens, or the experimental and experiential diplomacy of
everyday life. It is concerned secondly with the spiritual and transformative potential of diplomacy,
a form of diplomacy that engages in heterology to revisit and rearticulate homology, whose mission
is not only, not just, the knowledge and control of the Other but fundamentally the knowledge of
the Self and this knowledge of the Self as …

The Beautiful Nation: Reflections On The Aesthetics Of Hellenism, Costas M. Constantinou Dec 2005

The Beautiful Nation: Reflections On The Aesthetics Of Hellenism, Costas M. Constantinou

Costas M. Constantinou

An aesthetics of Hellenism affirming an exclusivity and localization
of the beautiful oscillates along a political axis from
domination to liberation. This article seeks to unsettle such
accounts of “the beautiful nation” so as to enable other mediations
of the real and the ideal, and thus a more open and
heterodox vision of nation and homeland.

The Long Mile Of Empire: Power, Legitimation And The Uk Bases In Cyprus, Costas M. Constantinou, Oilver Richmond Dec 2004

The Long Mile Of Empire: Power, Legitimation And The Uk Bases In Cyprus, Costas M. Constantinou, Oilver Richmond

Costas M. Constantinou

This article examines the continuities and discontinuities of imperial rule in
Cyprus. It specifically investigates how the UK military base regime in the island has been
negotiated in its local and regional contexts, including the recent accession of Cyprus into
the European Union (EU) from whose territory the bases have been excluded. The study
outlines the legal and political discourses and aesthetic practices surrounding the bases,
and attempts to uncover their symbolic contradictions, paradoxes and implications. To this
extent it underscores the tensions faced by competing discourses and practices of postcolonial
emancipation, of peacekeeping and peacebuilding, as well as of …

Treaty, Costas M. Constantinou Dec 2004

Treaty, Costas M. Constantinou

Costas M. Constantinou

In modern diplomatic practice, a treaty is a formal written agreement
between states (though recently also designating agreements with and
between international organizations), which is legally binding under
international law. Treaties differ from a variety of other international
agreements like declarations, memorandums of understanding, and
gentlemen's agreements, which only create moral and political obligations,
nonbinding commitments, or what has been branded as "soft law."

Irregular States, Or The Semiotics Of Knight-Errantry, Costas M. Constantinou Dec 2003

Irregular States, Or The Semiotics Of Knight-Errantry, Costas M. Constantinou

Costas M. Constantinou

This article examines the transformation of the Order of St John (also
known as the Knights of Malta) from a crusading and piratic entity (periodically in
Jerusalem, Cyprus, Rhodes and Malta) into an irregular state actor without territory
(in Rome). Specifically, it looks at the political rationales through which the Order
has been historically constituted as an international subject and currently enacted as
an ‘‘irregular state’’, and evaluates the function of international legal discourse in
making up for its missing territory, the supposedly ‘hard’ and ‘objective’ condition of
statehood under international law.
