Images, narratives and practices of diplomacy occur on a daily basis. The everydayness
and ordinariness of diplomacy, however, is not readily acknowledged – at least within the
discipline of International Relations (IR). In matters diplomatic, during the last century,
the discipline predominantly concentrated on the activities of the official agents of states
as infused by the aristocratic and bureaucratic tradition of the European international
society (Satow 1922, Nicolson 1939, Kissinger 1994). Even among critical IR scholars

Between Statecraft And Humanism: Diplomacy And Its Forms Of Knowledge, Costas M. Constantinou

Diplomacy is concomitant with humanity’s highest hopes and deepest
frustrations. Complex global problems demand—but might not receive
—deep understanding, skilled advocacy, and sustained negotiation and
innovation. Diplomatic method, this article argues, emerges by combining
advocacy and reflexivity, and in modernity as dialectic between
statecraft and humanism. Statecraft is currently dominant, but humanist
aspirations remain pertinent, if often repressed. By examining the issue
of diplomatic knowledge in functional and historical contexts—and crucially
by looking at it beyond information and intelligence gathering—
the article examines how humanism becomes a usable praxis in diplomacy.

This paper examines the conflicts and politics of heritage within communities and across
the ethnic divide in Cyprus. By looking at three case studies of religious, antiquarian and
modern heritage, it underscores the selective appropriations and restorations of heritage
as well as problems of heritage identification and protection. Specifically it is concerned
with the status of churches and building of mosques in the northern part of the island, the
symbolic uses of the Kyrenia shipwreck and its replicas, and the difficulty in politically
appropriating the ruined Nicosia airport that is located in the UN Buffer Zone.

In the face of a globalized world characterized by practices of de-territorialisation,
shifting spaces of political authority, and increasing uncertainty about what is
foreign and what is domestic, foreign policy appears to be an anachronistic and
almost old-fashioned concept which fails to capture the dynamics of contemporary
international relations. A similar problem exists with diplomacy, if viewed
exclusively as an interstate or intergovernmental affair, or as only concerned with the
“foreign” and not also with the “domestic” as well as with varying degrees of
otherness.

peace. The conflict today is starkly different to what they experienced in the 1960s and early 70s.

This article examines the dominant heritage discourse in Cyprus
concerning preservation and destruction, and its implications for ethnocultural
identity construction and promotion. By exploring two heritage
sites (one north and one south of the Buffer Zone) it suggests that
heritage practice is more complex than commonly presented. Specifically,
it shows how ethnic conflict has not only been responsible for heritage
destruction but also for the preservation of it as an unintended

The consociational system of governance that Cyprus acquired at independence has
had highly ambivalent effects on Cypriot ethno-cultural minorities. For historical or
realpolitik reasons that are still hotly debated, one ethnic minority (Turkish Cypriots)
acquired an elevated status and was officially recognised as a partner of the ethnic
majority (Greek Cypriots); other minorities were recognised but in ways that in effect

This article explores the politics of exceptionality in Cyprus. It focuses
on the postcolonial constriction of Cypriot statehood—the framing of
the sovereign itself as an exception—and how the emerging discourse
of exceptionality unfolded a spiral of states of exception on the ground.
Looking in and across a variety of Cypriot sites and regimes (north,
south, sovereign base areas and buffer zone) the article examines what
claims of exceptionality legitimate in political and everyday life as well
as their ironic and paradoxical effects. Finally, it looks at how the
Cyprus case informs debates on current theorizations of exceptionalism.

This article examines the predicaments and paradoxes of identity politics
in Cyprus. It looks at the historical alliance of colonial practices and
nationalist rationales that brought about a static bicommunal system,
establishing the basis for inter-ethnic conflict, or what became known as
the ‘Cyprus problem’. The advent of modern governmentality, dividing
and classifying the Cypriot population, helped, in addition, to solidify
fluid and ambiguous ethno-religious boundaries, making it more difficult
for individuals to use ethno-religious identities flexibly and pragmatically,

negotiated in its local and regional contexts, including the recent accession of Cyprus into

This article examines the transformation of the Order of St John (also
known as the Knights of Malta) from a crusading and piratic entity (periodically in
Jerusalem, Cyprus, Rhodes and Malta) into an irregular state actor without territory
(in Rome). Specifically, it looks at the political rationales through which the Order
has been historically constituted as an international subject and currently enacted as
an ‘‘irregular state’’, and evaluates the function of international legal discourse in
