The Cyprus Peace Process:Alternative Power-Sharing Designs, Neophytos Loizides

The presentation will focus on the “d’Hondt system”, a Northern Irish approach to power-sharing which has contributed to broad inclusive coalitions and political stability in the province since 2007. By including all major parties to government, d’Hondt skips a problematic and time-consuming aspect of consociationalism that of forming inter-ethnic majority coalitions. The presentation will then make a twofold argument, firstly that the d’Hondt executive would likely ‘replace’ current cross-voting proposals in the Cypriot negotiations and secondly that the d’Hondt system could be more suitable and effective in capitalizing on the specific advantages of Cyprus as a federation.
