Not Quite The Sum Of Its Parts: Public Diplomacy From An Australian Perspective, Caitlin Byrne Dec 2010

Not Quite The Sum Of Its Parts: Public Diplomacy From An Australian Perspective, Caitlin Byrne

Caitlin Byrne

While public diplomacy has emerged as the subject of much attention internationally, Australia appears disengaged from the discussions and Australia’s public diplomacy program appears to be lagging behind. Closer examination of Australia’s public diplomacy program, coordinated by the Department of Foreign Affairs and Trade (DFAT) reveals that public diplomacy is not well understood within bureaucratic and academic circles; is lacking in strategic coordination, and is consistently under-resourced. Indeed, when it comes to Australia’s public diplomacy, it appears that the whole may not be greater than the sum of the parts.

The purpose of this paper is to examine the current …

Is Necessity The Mother Of Innovation? The Adoption And Use Of Web Technologies Among Congressional Offices, Kevin Esterling, David Lazer, Michael Neblo Nov 2010

Is Necessity The Mother Of Innovation? The Adoption And Use Of Web Technologies Among Congressional Offices, Kevin Esterling, David Lazer, Michael Neblo

David Lazer

From first paragraph: Communication between legislator and constituents is fundamental to effective democratic representation, and devising the institutional means for citizen/legislator communication stands as one of the core and persistent problems in the practice of democracy. A legislator needs information about the preferences, ideals, norms, and beliefs of her constituents in order to do her job well. Similarly, citizens need information about the actions and decisions of their representative in order to maintain appropriate accountability. But as national problems become more complex, and as the political process grows more and more dominated by experts and organized groups, it is becoming …

Solidarity, The Regime And The Public, David Mason Oct 2010

Solidarity, The Regime And The Public, David Mason

David S. Mason

This paper examines the extent to which Solidarity acted as a link between the population and the regime and as a representative of the interests of the workers. It looks first at the reasons for the emergence of Solidarity, and Solidarity's subsequent embodiment of the society's desire for a political and economic order more in line with the ideals of socialism, and more genuinely representative of the workers' interests. It concludes by assessing the charges against Solidarity made by the martial law authorities, the extent of current support for the union and the regime, and the possibilities for a resolution …

Revolutionary, Advocate, Agent, Or Authority: Context-Based Assessment Of The Democratic Legitimacy Of Transnational Civil Society Actors, Christopher Pallas

Christopher L. Pallas

The literature on transnational civil society encompasses a number of conflicting views regarding civil society organizations’ (CSOs) behavior and impacts and the desirability of civil society involvement in international policymaking. This piece suggests that this lack of consensus arises from the diverse range of contexts in which CSOs operate and the wide variety of activities in which they engage. This article seeks to organize and analyze the disparate data on civil society by developing a context-based standard of democratic legitimacy for CSOs. The article disaggregates democracy into input, throughput, and output components, and shows how CSOs must support or manifest …

Romanian Autonomy And Arms Control Policies, David Mason

David S. Mason

Romania has proved to be an interesting case study of the limits of autonomy within the Soviet bloc. Romania's foreign policy has become increasingly independent of Soviet dictates over the last fifteen years, while domestic controls have remained as rigid as any in Eastern Europe.

Federal Food Assistance Programs: Part Of The Early Childhood Obesity Solution Or Part Of The Problem?, Elizabeth Rigby, Rachel Kimbro Feb 2010

Federal Food Assistance Programs: Part Of The Early Childhood Obesity Solution Or Part Of The Problem?, Elizabeth Rigby, Rachel Kimbro

Elizabeth Rigby

Amid growing concern about childhood obesity, the United States spends billions of dollars on food assistance: providing meals and subsidizing food purchases. We examine the relationship between food assistance and body mass index (BMI) for young, low-income children, who are a primary target population for federal food programs and for efforts to prevent childhood obesity. Our findings indicate that food assistance may unintentionally contribute tot he childhood obesity problem in cities with high food prices. We also find that subsidized meals at school or day care are beneficial for children's weight status, and we argue that expanding access to subsidized …

Book Review Of Beau Breslin, "From Words To Worlds: Exploring Constitutional Functionality", Robert Tsai Dec 2009

Book Review Of Beau Breslin, "From Words To Worlds: Exploring Constitutional Functionality", Robert Tsai

Robert L Tsai

This is a review of Beau Breslin's book, "From Words to Worlds: Exploring Constitutional Functionality" (Johns Hopkins, 2009). As an antidote to what he believes to be scholarly marginalization of the "unique" aspects of a written constitution, Breslin focuses attention on seven functions of such a legal text: transforming existing orders, conveying collective aspirations, designing institutions, mediating conflict, recognizing claims of subnational communities, empowering social actors, and constraining governmental authority. This review briefly critiques Breslin's functional approach and discusses two of the more pressing goals of modern constitutionalism: managing social conflict and preserving cultural heritage.

Public Engagement In The Obama Administration: Building A Democracy Bubble?, Thomas Bryer

Thomas A Bryer

Following the Bush Administration, the Obama team enhanced access for citizens to participatory venues. Extending and enhancing access gives citizens opportunity to develop their citizenship skills, potentially influence policy, and potentially become better connected to community life. The Administration can be applauded for participatory innovations, but the Administration needs to proceed strategically to ensure the innovations do not produce more harm than good and to ensure that the real change they are producing is not whisked away in the next Administration as rapidly as an information cascade infects the citizenry. This article develops the idea of a democracy bubble as …

As the imperial capital of thirteen dynasties Xi’an, formerly known as Chang’an (eternal peace), houses a legacy of many of the most important periods of Chinese history and is one of the great archeological centers of the world. This legacy of political and cultural dominance places Xi’an at the forefront of debates on cultural heritage and its role in the evolution of China in the 21st century. Xi’an is currently under a triad of influences from processes of globalization, urban transition and domestic and international tourism. In recent decades and particularly since the dawn on the new millennium, the historic …

The promotion and support of urban agriculture (UA) has the potential to contribute to efforts to address pressing challenges of poverty, under nutrition and sustainability among vulnerable populations in the growing cities of sub-Saharan Africa (SSA). This may be especially relevant for HIV/AIDS-affected individuals in SSA whose agricultural livelihoods are severely disrupted by the devastating effects of the disease on physical productivity and nutritional well-being. This paper outlines the process involved in the conception, design and implementation of a project to strengthen technical, environmental, financial and social capacity for UA among HIV-affected households in Nakuru, Kenya. Key lessons learned are …

Talking To Millennials: Policy Rhetoric And Rhetorical Narratives In The 2008 Presidential Campaign, Donna Hoffman, Alison Howard

Alison Dana Howard

The 2008 U.S. election was arguably the most important election of our lifetime: the first African American president was elected to office; the candidacy of Sarah Palin marked only the second time that a major party ticket included a female; and the electoral performance of young citizens - digital natives, greatly attracted by digital media - signaled the highest turnout in a long time.Taking all these issues into consideration, this book offers a landmark examination of the 2008 election from a global perspective, with emphasis on the wide range of digital media utilized by the campaigners and how campaign communication …
