This paper will consider the Finnish revolution of 1917-1918 as it was understood by Second International Marxists--not because these Marxists were right, but because the revolution was led by Marxists of a socialist party formed in the Second International. By dint of the constraints of time, of resources, and of a language barrier, this paper cannot be an exhaustive historical account of the activities of the Finnish socialists, nor a comprehensive explanation of Marxism, nor would it assume to provide a proper 'Marxist' analysis of this history. Communities across the United States are experiencing a "civic revival" that is reconnecting community members with local decision-making and civic life in their communities. Since the 1980s, academic researchers and local governance reformers have advocated for a shift away from the traditional top-down, expert-driven approach to governance and toward a governance model in which government leaders and staff and community members work as partners to shape the community and make local decisions. The drafting and enactment of Senate Bill 100 by the Fifty-seventh Session of the Oregon Legislature provided the basis for researching my premise of need equals want. This thesis is a general examination of the Soviet and East European crisis which followed the death of Joseph Stalin in March, 1953. Stalin's character, position, and power were such that the methods he employed in the government of the vast multi-national and multi-state empire bequeathed to his successors could not be made to function in his absence without reform and redefinition. The post-Stalin leadership realized that in order to consolidate its position at the head of the empire a careful program of "de-Stalinization" was mandatory. In late Spring of 1969, shortly before the Oregon Legislative Session adjourned, House Bill No. 1302 as amended passed the last legislative hurdle and was signed by the Governor. The new statute recognized steelhead trout as a game fish and provided for an incidental catch of these fish by the commercial fishery.
HB 1302 was a turning point in a century of conflict over anadromous fish of the Columbia River. The bill served as an armistice in a long sports-commercial steelhead conflict by providing some protection for these fish from commercial fishing. However the bill held off a major shift …

In the study of Oregon politics, the importance of developments in the early twentieth century have been largely overlooked by popular historians. As a result, many have lost the perspective of the sweeping reforms that reformers presented to Oregon's electorate. Another complicating factor is that voters dealing with the issues during the period had such disparaging attitudes towards some of the reforms, that no thought was given to preserving their memory for future generations. Pfungstadt is a small German town which to date has not earned a footnote in the histories of either the Weimar Republic or the Third Reich. Based upon the efforts of men in towns like Pfungstadt (and towns which were not like Pfungstadt) the members of the Nazi party built a political structure which reached to the pinnacle upon which Adolf Hitler stood. Researching the growth of the Nazi party, the intense struggles that occurred with democratic forces, the seizure of power and the installation of a workable system of government is the problem.
