Since the end of the Cold War, the North Atlantic Treaty Alliance has grown substantially from its pre-1990 boundary between the two Germanys to encompass 15 new members with its border pressing eastward toward the former Soviet states and up to Russia proper. At the same time, East-West relations have sunk from a high point in the 1990s to a new low unseen since the Cold War culminating in Russia’s invasion of Ukraine in 2022. This special commentary examines critical issues for the field of strategic studies raised by Russia’s invasion of Ukraine, including the waning of major war, strategic coercion, and “War Amongst the People.” Drawing on previous scholarship and current events, this commentary considers the questions raised by the first major war of the twenty-first century. It provides recommendations for scholars and senior leaders on how to work together to address the questions of strategy and policy that have and continue to arise as the war progresses.

This article argues West Point responded to the changing strategic environment from the end of the Cold War through the post-9/11 period by innovating its curriculum. Over the past several decades, however, the academy’s educational model has remained remarkably stable, rooted in an enduring commitment to a rigorous liberal education as the best preparation for officers confronting the inherent uncertainties of future wars.

NATO as an alliance has stood the test of time since the early post-war years. Yet similar alliances such as SEATO passed into history long ago. The problem with the NATO model of alliance was its inability to be applied to the Third World. The particular circumstances of Southeast Asia prevented SEATO from becoming a true successor to the NATO alliance system. In addition, the approach of Eisenhower and his administration to Southeast Asia and anti-communist alliances was undermined by their own political needs and personal experiences.
