Reserve Currency And A Lender Of Next-To-Last Resort: A Literature Review, Alida S. Skold
Reserve Currency And A Lender Of Next-To-Last Resort: A Literature Review, Alida S. Skold
Alida S. Skold
The role of the US dollar as the global dominant reserve currency is eroding. Debate is ongoing regarding next steps. Moving the international monetary system to a single global currency is part of the debate. Literature reviews the eroding role of the US dollar and implications the erosion carries for the US. The Special Drawing Rights developed by the IMF could fill the role of Keynes’ recommended global currency known as the “bancor.” Regardless of the nature of the global reserve currency, access to liquidity is required to have an effective international monetary system. Literature defines a missing layer of …
A Critical Examination Of The Relationship Between The Use Of Gatekeepers, Trust, And Organisation Knowledge-Sharing, Deogratias Harorimana Dr
A Critical Examination Of The Relationship Between The Use Of Gatekeepers, Trust, And Organisation Knowledge-Sharing, Deogratias Harorimana Dr
Dr Deogratias Harorimana
This thesis critically examines the relationship between gatekeepers, trust, and an organisation’s knowledge sharing. The research applied mixed methods with the case study approach. In this research the concept ‘gatekeeper’ is widely used to represent a class of those who are part of a knowledge management strategy; they collect information and knowledge and contextualise this before they can share it with the rest of the members of the organisation’s knowledge networks - within the formal and informal organisation. In this study, it was found that there was a strong relationship between the openness of a given firm, as regards its …

Income Inequality And Economic Incentives: Is There An Equity-Efficiency Tradeoff?, Lonnie K. Stevans
Income Inequality And Economic Incentives: Is There An Equity-Efficiency Tradeoff?, Lonnie K. Stevans
Lonnie K. Stevans
What is the basis and direction of relationship between income inequality and economic growth? The equity versus efficiency dictum which predicts a positive relationship between inequality, capital formation, and real GDP growth—emphasizes the importance of economic incentives. Subsequently, this was challenged by the incomplete markets and political outcomes theories, because of increasing empirical evidence of an inverse relationship between income inequality and economic growth. In this paper, a further explanation of the basis and nature of the inequality–capital–growth relationship is presented, which emphasizes the divergence between savings and investment. For the United States, over the period 1970–2006, we have found …

Luxury In Ancient Rome: Scope, Timing And Enforcement Of Sumptuary Laws, Giuseppe Dari-Mattiacci, Anna Plisecka
Luxury In Ancient Rome: Scope, Timing And Enforcement Of Sumptuary Laws, Giuseppe Dari-Mattiacci, Anna Plisecka
Giuseppe Dari-Mattiacci
Between 182 BC and 18 BC, Roman lawmakers enacted a series of sumptuary laws regulating banquets (including the number of guests and the consumption of specific foods). Enforcement was hardly successful and these regulations had to be reiterated over time. Traditional explanations based on morals, protection of patrimonies and electoral competition do not fully account for the scope, timing and enforcement patterns of such laws. We advance and formalize a novel hypothesis holding that sumptuary legislation originated from the misalignment between political and economic power following the military and economic expansion of Rome in the last two centuries of the …
Cartelizing Taxes: Understanding The Oecd’S Campaign Against “Harmful Tax Competition”, Lotta Moberg, Andrew P. Morriss
Cartelizing Taxes: Understanding The Oecd’S Campaign Against “Harmful Tax Competition”, Lotta Moberg, Andrew P. Morriss
Lotta Moberg
Formed in 1961 to promote global economic and social well-being, the Organisation for Economic Co-operation and Development (OECD) has become the collective voice of rich countries on international tax issues. After an initial focus on improving commerce through addressing double taxation issues, the organization shifted to a focus on restricting tax competition and increasing automatic exchanges of tax information. In this paper we analyze the reasons for this shift in policy focus. After describing the history of the OECD’s work on taxation, we examine the OECD’s project against “harmful tax competition” as it has played out since its launch in …
Youth Representatives’ Opinions On Recruiting And Representing Young Workers: A Twofold Unsatisfied Demand?, Kurt Vandaele
Youth Representatives’ Opinions On Recruiting And Representing Young Workers: A Twofold Unsatisfied Demand?, Kurt Vandaele
Kurt Vandaele
Unionization levels are far lower among young workers than for the workforce in general. How can trade unions become more responsive to their particular interests and needs? Union confederations, even in countries with decentralized union structures, have the potential to take effective initiatives to facilitate and support new organizing strategies targeted at young workers, for example by spreading knowledge, practical skills and vision of relevance for improving the representation and recruitment of young workers. Yet the survey findings reported here show that youth representatives across Europe find their confederations’ responsiveness and commitment to organizing to be inadequate. Their dissatisfaction confirms …

Post-Citizens United: Using Shareholder Derivative Claims Of Corporate Waste To Challenge Corporate Independent Political Expenditures, William Alan Nelson Ii
Post-Citizens United: Using Shareholder Derivative Claims Of Corporate Waste To Challenge Corporate Independent Political Expenditures, William Alan Nelson Ii
William Alan Nelson II
The Supreme Court’s recent decision in Citizens United v. FEC allows companies to spend unlimited sums from their treasuries on advertisements that promote or oppose political candidates. This issue has taken the main stage in American politics, especially with the current Republican primary race and the Presidential election in November. This article discusses how shareholders may use derivative claims of corporate waste to challenge independent political expenditures that they believe are detrimental to the corporation. The article begins by discussing the history of the corporate waste doctrine and looks at the standard for pleading a claim of corporate waste. The …

Professional Advice From Randomly Transparent Committees, Saptarshi P. Ghosh, Jaideep Roy
Saptarshi P Ghosh
This paper studies voting behaviour of careerist experts (who have expertise in three independent and equally important dimensions) in a secret committee where voting profiles get `leaked' to the public with an exogenously given probability. We focus on \emph{informative} voting, where every expert votes in accordance to his privately formed posterior probability and \emph{social welfare}, which is the ex-ante gain of the society from a correct decision in every dimension. We show that for informative voting to be obtained as an equilibrium outcome, it is important that the committee uses the unanimity voting rule along with an intermediate probability of …

Media Persuasion And Voter Welfare, Saptarshi P. Ghosh, Jaideep Roy, Peter Postl
Saptarshi P Ghosh
We study information transmission where an informed media, whose interests are partially in conflict with a finite group of rational voters, transmits news items in an attempt to manipulate democratic decisions. In a common-interest two-alternative voting model where due to reputation concerns the media can credibly commit to send any news reliably, we show that even if voters welcome the news when it arrives, media's presence can hurt their ex-ante welfare in both large and small constituencies.
Terms And Conditions For Central Bank Liquidity Support, Thorvald Grung Moe
Terms And Conditions For Central Bank Liquidity Support, Thorvald Grung Moe
Thorvald Grung Moe
In this note I review the appropriate terms and conditions of central bank liquidity support. I first document what Bagehot actually said about lending at a penalty rate in his 1873 book. Then I review the modern discussion of the penalty rate, before ending with some policy conclusions. I note that during a systemic banking crisis it is not uncommon for central banks to provide liquidity support to banks at below market rates. This enables the banking system to recoup and eventually recover its capacity to provide essential payment services to the public.

Optimal Contracts And The Role Of The Government In Wage Bargaining, Lilia Cavallari
Lilia Cavallari
This paper introduces a contract between the government and trade unions in a model of strategic wage bargaining à la Lippi (2003). It shows that an optimal contract can be implemented through an appropriately defined inflation target.

Harmonising And Regulating Financial Markets, Mads Andenas
Harmonising And Regulating Financial Markets, Mads Andenas
Mads Andenas
This paper discusses problems of harmonisation and regulation of the European Internal Financial Market. The argument is that the current division of powers between the EU and Member States is not achieving sufficient harmonisation to develop an internal market. The obstacles to the Internal Financial Market presented by national regulatory and supervisory regimes remain too high, and the EU minimum standards and mutual recognition regime has failed to lower these barriers sufficiently. There is a need for broader based regulatory and supervisory institutions, undertaking at a European level what cannot effectively be done at a national level, including providing a …
The Role Of The Law In The Availability Of Public Transit And Affordable Housing In Atlanta’S West End, Elliott Lipinsky
The Role Of The Law In The Availability Of Public Transit And Affordable Housing In Atlanta’S West End, Elliott Lipinsky
ELLIOTT LIPINSKY
The Federal Transit Administration (FTA) is a branch of the U.S. Department of Transportation that administers federal funds and provides technical assistance for the support of locally operated public transit systems. MARTA / Atlanta metro area are part of FTA Region IV (the Southeast). FTA would be involved, for instance, in financing the federal grant monies discussed above. But actual regulation of operations (i.e., what MARTA does each day, or what MARTA will plan to do regionally) is more closely regulated by Georgia agencies.
Until recently, the Atlanta metropolitan area had no powerful central agency to coordinate regional transit. The …

Linking Development And Innovation: What Does Technological Change Bring To The Society?, Evgeny A. Klochikhin
Evgeny A. Klochikhin
Recently, there has been a popular trend in academic research for paying more attention to ‘pro-poor’ policies and theoretical studies. This tradition has emerged from a broader understanding of development that includes not only economic but also social and political dimensions. Meanwhile, innovation researchers are still considering development as mere economic growth without much focus on the social impacts of technological change. This article recognizes that, despite these fundamental differences, the concepts of innovation and development have much in common and are, in fact, positively connected and mutually beneficial. This assumption has some important implications for the innovation and development …

Implementing International Trade Agreements In Federal Systems: A Look At The Canada-E.U. Ceta’S Intellectual Property Issues, Jeremy De Beer
Jeremy de Beer
This article examines the negotiations towards a Comprehensive Economic and Trade Agreement (CETA) between Canada and the European Union (EU) as an example of some challenges and solutions for implementing international trade agreements in multilevel federal systems. It briefly describes Canadian constitutional law governing the domestic implementation of international treaties and then canvasses three specific examples of current challenges related to the regulation of intellectual property. While the constitutional validity of federal regulations addressing pharmaceutical data protection, digital rights management (DRM), and geographic indications is far from guaranteed, legislators and courts have used several legal means to support implementation of …
International Trade In Biofuels: Legal And Regulatory Issues, Jeremy De Beer, Stuart Smyth
International Trade In Biofuels: Legal And Regulatory Issues, Jeremy De Beer, Stuart Smyth
Jeremy de Beer
Governments around the world are betting heavily on biofuels as one part of a solution to a wide range of public policy challenges, from environmental sustainability in the face of climate change, to energy security given rising geopolitical instability, to economic growth especially in rural regions and developing countries. Policy interventions typically take the form of legal and regulatory measures, for example, to drive demand for renewable fuels through mandates, or to subsidize costs through financial and other supports for production and processing of feedstock and output fuels. Such complex legal/regulatory mechanisms combine to create a multi-level or network system …
Book Review: Edward L. Glaeser, Triumph Of The City: How Our Greatest Invention Makes Us Richer, Smarter, Greener, Healthier, And Happier (The Penguin Press 2011), David J. Reiss
David J Reiss
It is always a bit unnerving to read someone else’s love letters, but even more so, when you have the same object of desire. Edward Glaeser’s TRIUMPH OF THE CITY is a love letter to cities and to New York City in particular. Glaeser provides a theoertical framework of the city, arguing that “Cities are the absence of physical space between people and companies. They are proximity, density, closeness.”
Glaeser prescribes three simple rules to protect the vitality of the urban environment: First, cities should replace the current lengthy and uncertain permitting process with a simple system of fees. Second, …
