The recent housing foreclosure crisis has had devastating impacts on individuals, communities, organizations and government. In response, several community development corporations (CDCs) have sought new ways to assist neighborhoods suffering from the myriad effects of high foreclosures, including neighborhood instability, increased vandalism and crime, lower property values, and economic disinvestment. This research project focuses on activities of community-based organizations that acquire and redevelop foreclosed properties to support neighborhood stabilization and revitalization. In this document we provide an overview of graphene research that appears in the Web of Science (WOS) during the timeframe 2000 to 2010, inclusive. WOS databases that contain graphene research articles include SCI-EXPANDED, SSCI and A&HCI. The search strategy used in this profile was a simple one: all WOS articles from 2000 to 2010 whose title contained the keyword ‘graphene’ were downloaded and analyzed using VantagePoint textmining software. The search strategy used resulted in a total of 4,706 publications spanning 11 years, 313 journals, 78 countries, 1,433 institutional affiliations and 7,617 authors. Over the past decade, shifts in subsidized and affordable housing policy have led to a greater role for market dynamics and individual choice on the part of program participants and their new neighbors, and a greater awareness of the importance of neighborhood on family outcomes. Given these trends, there is an opportunity for innovative prescriptive planning models to assist in the design of policy related to regional housing mobility. This paper examines key problems facing United Kingdom police leaders face in meeting the service expectations of government and the public in a period of austerity. A central problem relates to the extent to which the police leader’s opportunity to pursue strategic actions appropriate to changing circumstances, has been compromised by ‘mission creep’. The empirical evidence presented here is based on a study of one large English police service supplemented by interviews conducted with senior officers in this and other police services. The paper concludes that mission creep and path dependency are inter-linked.

The paper argues that while performance management practices are much in evidence in contemporary police services, the perceptions and views of police officers and civilian staff discussed in this paper should give us pause in concluding that there has been a straightforward triumph of managerialist rationality over operational tradition in the use of policing resources. Evidence is drawn from an extensive study of police officers and civilian staff and their self-reported engagement with performance management systems in three large United Kingdom police services.

This paper is the fi#12;rst attempt to rigorously evaluate the short term e#11;ffects of the `Janani Suraksha Yojna' (Safe Motherhood Scheme), a nationwide conditional cash transfer program in India, launched in April 2005. Under the scheme, a woman delivering her child in a medical facility is provided monetary rewards.

My diff#11;erence-in-di#11;fference results indicate that in the initial one and a half years of its operation, the scheme did not have any eff#11;ect on the disparity between the targeted and non- targeted states. HakiElimu is a civil society organization in Tanzania that works to ensure that all the country’s children receive high-quality basic education. When developing its Programme Strategy for 2004-2007, HakiElimu noted improvements in enrollment levels, but identified a lack of attention to education quality. This case study describes the campaign that led to improvements in Tanzania’s schools.

Senior centers off#11;er a variety of services to facilitate independent living of older adults. In the U.S., increasing suburbanization and aging of suburban residents necessitate reconfiguring senior services. We propose a two-echelon network of senior centers across large study areas and formulate a stochastic facility location/allocation model with mixed-integer recourse. We apply our model to Allegheny County, Pennsylvania, which has one of the oldest population in the U.S. Our model shows that a two-echelon network design is appropriate for increasing the occupancy of senior centers as community focal points while maintaining customized and accessible programming in small neighborhood areas.

Amid growing concern about childhood obesity, the United States spends billions of dollars on food assistance: providing meals and subsidizing food purchases. We examine the relationship between food assistance and body mass index (BMI) for young, low-income children, who are a primary target population for federal food programs and for efforts to prevent childhood obesity. Our findings indicate that food assistance may unintentionally contribute tot he childhood obesity problem in cities with high food prices. We also find that subsidized meals at school or day care are beneficial for children's weight status, and we argue that expanding access to subsidized …

This pilot study represents the first systematic attempt to determine how common lines are on Election Day, at what times of day lines are most likely to form, what are the bottlenecks in the voting process, and how long it takes an average citizen to cast his or her ballot. This study highlights the importance of evaluating polling station operations as a three-step process: arrival, check-in, and casting a ballot. This paper discusses the approach adopted to carry out a techno-economic foresight on the creative content industries, within the European Perspectives on the Information Society project. The novelty of the methodology lies in the mix of tools used, the embedding in an adaptive foresight framework and the implementation of a real-time Delphi which lead to interesting methodological lessons. The project succeeded in defining scenarios for the creative content industries, offering distinct trajectories and raising different policy challenges.
