Smallholder agriculture is highly susceptible to climate variability and change. According to recent projections by the Intergovernmental Panel on Climate Change, this sensitivity would likely increase in the coming decades, with more erratic rainfall, prolonged dry periods, shorter growing seasons, and seed germination failures. In the African context, the mechanisms through which these ecological stressors would affect seed security are poorly understood. Drawing upon a case study of semi-arid Ghana, this study examines climate change impacts on seed security among smallholder farmers. Ghana discovered oil and gas within its shores in commercial quantities in the year, 2007. This discovery was hailed as a potential turn around for the country’s economic destiny. While this optimism may have been well-founded, there has been a relative lack of appreciation of the potential adverse implications of the industry on traditional smallholder livelihoods, and the critical ecosystems that form their basis. In many countries, discovery of natural resources results in negative environmental and social outcomes, due to the loss of local livelihoods and environmental degradation. My internship, or fellowship as it was commonly referred to, was funded by a non-profit organization out of Williamsburg Virginia called AidData. This fellowship took place in in the country of Ghana, West-Africa beginning in May of 2016 and continued for 14 weeks with 40 hours each week. Coastal indigenous communities in Keta, Ghana, are experiencing resettlement as a result of slow-onset, climate-induced flooding and erosion. Previous researchers have documented the risk of relocation from rapid-onset events, but little is known about the effectiveness of policies developed in response to slow-onset changes. This phenomenological study investigated the ongoing lived experiences of adult household members in Keta who were relocated by the government. Jun's critical theory provided a constructionist interpretive framework to determine whether Ghana's national policy on climate change resettlement adequately meets Rawls's criteria for distributive social justice. While billions of dollars flow into low-income countries each year to help alleviate poverty, assessing the effectiveness of these dollars is a challenging task. The literature is rich in studies that measure the benefits of rural development programs. However, many of these studies lack a temporal dimension because they measure cost and benefits for only capital investments and for only a single, static year, while not accounting for skill enhancement. For several decades following its independence from Great Britain, Ghana’s policies continued to promote over-extraction of natural resources to the detriment of its economy and rural communities. Agricultural and forestry policy has gradually evolved to foster more sustainable and equitable practices, as in building partnerships with the private sector to fund infrastructure improvements. Policy has recently recognized the dire need to adopt agricultural practices and means of forest resource extraction that are compatible with ecological stewardship.
