In this article, we examine a model of terrorism that focuses on the tradeoffs facing a terrorist organization that has two qualitatively different attack modes at its disposal. The terrorist organization's objective is to successfully attack at least one target. Success for the target government is defined as defending all targets from any and all attacks. In this context, we examine how terrorist entities strategically utilize an efficient but discrete attack technology e.g., suicide attacks when a more conventional mode of attack is available, and the optimal anti-terrorism measures.

Common Criteria for Information Technology Security Evaluation has the ambition to be a global standard for IT-security certification. The issued certifications are mutually recognized between the signatories of the Common Criteria Recognition Arrangement. The key element in any form of mutual relationships is trust. A question raised in this paper is how far trust can be maintained in Common Criteria when additional signatories enter with conflicting geopolitical interests to earlier signatories. War and conflict, while not manifested as economic or natural disaster, often bring the same consequences and damages and require similar capacity building. This article discusses the following four community-based factors, which contributed to the postconflict development of two communities in Sierra Leone, West Africa: (a) the inclusive involvement of community members for development and construction projects, (b) the use of culturally responsive practices in community building, (c) leadership that is directly connected with the community, and (d) the combination of traditional and local development practices with western and governmental practices. Sicherheit und staatlicher Aufbau werden heute bei der Stabilisierung und Friedenssicherung fragiler Staaten immer zusammen gedacht. Im Südsudan steht das nächste große Staatsaufbauprojekt an, von dem für die Sicherheitslage in der volatilen Region am Horn von Afrika viel abhängt.

Bisher haben westliche Staatsaufbaustrategien den westlichen demokratischen Nationalstaat und seine Verwaltung zum Vorbild genommen, um Unterstützung beim Aufbau ähnlicher Strukturen zu leisten, zuletzt im Irak und in Afghanistan. Die Ergebnisse dieser Strategien sind sehr durchwachsen. Kritiker führen an, dass die schlechte Performanz an mangelnder Berücksichtigung der Bedürfnisse und vorhandener Governance-Strukturen in den Zielländern liegt.

This essay, written in Japanese, is an attempt to construct an integrated framework for analyzing and engaging multi-faceted meanings of history that correspond to different communal experiences of social conflict. The concept of conflict history is introduced to describe a worldview of a conflict party in search of a coherent explanation of the conflict’s origin, evolution, and significance. Four interconnected approaches to conflict history – orthodox, different, mediative, and alternative – are explored to link the factual to the counterfactual, the manifest to the potential in an attempt to expand the scope of historical inquiry.
