Evaluation Of Regional Evaluation Of The Ec-Funded Mine Action In The Middle East, 2002-2008, Steinar Essen, Ralf Otto
Global CWD Repository
In 2001 the Council of Ministers and the European Parliament adopted two Regulations on the reinforcement of the EU response against Antipersonnel Landmines (APL). These (referred to collectively as “the Regulation”) laid the foundation of an integrated and focused European policy. The Regulation states the need to regularly assess operations financed by the Community
and that the European Commission (EC) shall submit to the European Parliament an overall assessment of all Community mine action. To implement these provisions, the EC commissioned a global assessment of EC mine policy and actions over the period 2002-2004 and entered into an agreement with …

Assessment Of The Mine Action Centre For Afghanistan, Ted Paterson, Faiz Paktian, William Fryer
Global CWD Repository
The main purposes of this report are to (i) advise CIDA/ATF on what it should expect from the UN Mine Action Service (UNMAS) in terms of reporting on development results, and (ii) assess feasible timelines and approaches for the transfer of UN responsibilities for mine action in Afghanistan to national organs, capable of addressing the country's future problems stemming from explosives contamination. The specific objectives of the assessment relate to: 1. Donor coordination, particularly as this relates to the UNMAS/MACA exit strategy and the emergence of national ownership; 2. Nationalisation, particularly with respect to the transition to full national ownership; …

Evaluation Of Ec-Funded Mine Action In South East Europe | 2002-2007, Gichd
Global CWD Repository
The EC Anti-Personnel Landmine Regulation of 2001 mandated evaluation of EC Mine Action strategy every three years. The first report was a Global Evaluation published in 2005, this report forms one part of the 2008 evaluation by regions and covers South East Europe, 2002-2007.
The approach used for the evaluation was desk research visits to two mine-affected countries (Bosnia and Herzegovina and Croatia) and further contact with EC Delegations by phone and internet. Face-to-face discussions with RELEX and EuropeAid staff in Brussels were only possible after the country visits.
A Guide To Road Clearance, Gichd
A Guide To Road Clearance, Gichd
Global CWD Repository
Clearing roads prior to the deployment of peacekeeping units, or in support of humanitarian, reconstruction or development work, is a prerequisite to a safe and successful operation. However, road clearance is expensive and time-consuming. Equipment costs are high, especially in remote areas such as in Afghanistan, Angola and Sudan, where many roads remain contaminated by mines.
Confronted by these challenges, mine action operators are working to develop safer, more efficient and cost-effective road clearance systems. This Guide contributes to that process by providing recent examples, data and methodologies from the field. Methodologies and approaches used as examples in this guide …

Mine Action And The Environment, Faiz Paktian
Mine Action And The Environment, Faiz Paktian
The Journal of Conventional Weapons Destruction
While global warming is a hot environmental topic these days and scientists agree that unless we act soon to significantly reduce global pollution, average temperatures will continue to rise, causing heat waves, rising sea levels, droughts and wildfires. It is also important to look at mine-action procedures and activities to ensure our industry is in compliance with the world's requirements on environment protection. There is perhaps a need, more than ever before, to remind national mine-action authorities and demining organisations of their responsibility to ensure that demining operations not only be carried out in a safe, effective and efficient manner, …

Mine Action Strategy (2009-2019) - Bosnia And Herzegovina, Gichd
Global CWD Repository
On December 3rd 1997, Bosnia and Herzegovina signed the Convention banning the production, use, stockpiling and transport of AP mines. The Convention also contains obligation to clear all known mined areas by March 2009. Accordingly, the Council of Ministers on 28 November 2006 made a decision to start the evaluation process of the existing Mine Action Strategy for the period 2005-2009, as well as the preparation of new strategic document for the period 2009-2019. This second document would provide the basis for an extension of the Convention deadline for total removal of mines.

The Evaluation of EC support for mine action in Africa is the first of six regional mine action evaluations that the Geneva International Centre for Humanitarian Demining (GICHD) will conduct or commission for the European Commission (EC). These regional evaluations follow from a Global Assessment of EC support for mine action completed in 2005. Given the broad scope of a regional evaluation, no attempt was made to assess the performance of individual
projects; rather, the focus was on EC mine action strategy and programming issues at the country and regional levels. In addition to a document review, the evaluation team …

Mechanical Demining: From 1942 To The Present, Pehr Lodhammar
The Journal of Conventional Weapons Destruction
Although demining machines have been in existence since 1942, they were not used in the field of mine action until about the early 1990s. Demining machines were initially only used by the military. With the growing number of casualties stemming from landmines, especially among civilians, it became necessary to employ machines for humanitarian purposes. From the first demining machine constructed in early 1942 to the present, tremendous improvements have been made.

In the past, inconsistent and inefficient methods of identifying and clearing mines and unexploded ordnance have wasted precious demining resources and left affected areas contaminated. In 2006, the Geneva International Centre for Humanitarian Deming recognized the need for a more effective land-release process in the international mine-action community and subsequently developed the Land Release Project.

Total EC funding for mine action in Latin America in the period 2002-2007 was about 8 million euros, roughly 2% of the EC total world wide budget for mine action. Sixty-eight percent of the eight million euros was from the dedicated thematic Anti-Personnel Landmine budget line and 31% was from the geographic budget for Colombia. There …
