Wind power is one of the world's fastest-growing renewable energy resources and has expanded quickly within the US electric grid. Currently, wind power producers (WPPs) may sell energy products in US markets but are not allowed to sell reserve products, due to the uncertain and intermittent nature of wind power. However, as wind’s share of the power supply grows, it may eventually be necessary for WPPs to contribute to system-wide reserves. This paper proposes a stochastic optimization model to determine the optimal offer strategy for a WPP that participates in the day-ahead and real-time energy and spinning reserve markets. The …

The Penonomé wind projects fit into a long history of previous internationally financed development projects in Panama, including those from the Clean Development Mechanism. A moderate level of research has been conducted on other Clean Development Mechanism projects, but despite contributing to 5% of Panama’s energy needs and constituting the largest wind park in Central America, the Penonomé wind farms remain little researched. Semi-structured interviews were conducted with relevant people associated with the project or with relevant information to gain more information about the case study. Commodity marketing operates in a complex decision environment with constant information flow, which can conceal long-run financially profitable marketing opportunities for producers. In the corn marketing space, the competitive role of ethanol plants throughout the state may provide producers with long-run financial gains by strategically approaching marketing decisions. In this article, we characterize whether producers can gain financially from strategically marketing corn to ethanol plants. For example, do ethanol plants provide a better long-run return from pre-harvest hedging, spring sale, or harvest sale?

In this paper, the potential for solar energy development in Portugal is explored, with a focus on the Alentejo region of Portugal. The Fernando Pessoa Photovoltaic plant that is approved for construction in the Santiago do Cacém municipality is analyzed. The size of the plant and the location are considered when studying the environmental, social, and economic impacts of the project. The possibility of a centralized solar array in Sines is also explored as an alternative, taking into account the environmental and social impacts on local communities. Summary Based on experimental data about the amount of carbon sequestered and estimated implementation costs, our preliminary results show that the average cost of sequestering carbon via no-till (about $22 per ton of CO2e) appears to be much lower than the $51 per ton social value of sequestering that ton. In contrast, our preliminary results show that the average costs of sequestration via adoption of cover crops is much higher, about $60 per ton. Depending on how accurate soil carbon models are in predicting sequestration on individual fields to qualify them for enrollment, reimbursement costs for planting cover …

Carbon pricing has been criticized by environmental justice advocates on the grounds that it fails to reduce emissions significantly, fails to reduce the disproportionate impacts of hazardous co-pollutants on people of color and low-income communities, hits low-income households harder than wealthier households, and commodifies nature. Designing carbon pricing policy to address these concerns can yield outcomes that are both more effective and more equitable.

The Atlantic surfclam Spisula solidissima fishery, which spans the U.S. Northeast continental shelf, is among the most exposed to offshore wind energy development impacts because of the overlap of fishing grounds with wind energy lease areas, the hydraulic dredges used by the fishing vessels, and the location of vessel home ports relative to the fishing grounds. The Atlantic surfclam federal assessment survey is conducted using a commercial fishing vessel in locations that overlap with the offshore wind energy development. Marginal cropland is suboptimal due to historically low and variable productivity and limiting biophysical characteristics. To support future agricultural management and policy decisions in Nebraska, U.S.A, it is important to understand where cropland is marginal for its two most economically important crops: corn (Zea mays) and soybean (Glycine max). This paper fills a knowledge gap by updating the current social landscape of energy literacy in Portugal through a comprehensive system map and framework to increase energy literacy levels through the renewable energy transition. The current energy system, in the US and around the world, is rife with inequities. The coming energy transition to a low carbon world has the potential to right some of these; but, without intention, it is more likely to perpetuate the current inequities. Enabling a just energy transition will require multiple categories of action, including fair policies and regulations; data and metrics; and knowledge generation. I focus on this last point, and particularly research at intersection of energy technology and social equity.

Since heating buildings using natural gas, propane and oil makes up a significant proportion of the aggregate carbon emissions every year, there is a strong interest in decarbonizing residential heating systems using new technologies such as electric heat pumps. In this poster, we conduct a data-driven optimization study to analyze the potential of replacing gas heating with electric heat pumps to reduce carbon emissions in a city-wide distribution grid. We seek to not only reduce the carbon footprint of residential heating, but also show how to do so equitably. Our results show that lower income homes have an energy usage …

This study found Philippine family demands for (1) electricity, (2) gas and liquid fuels, (3) solid fuels, (4) food, and (5) others—based on Family Income and Expenditure Surveys (FIES) in 2009, 2012, and 2015—are rational (i.e., expenditure minimizing). Specifically, all own-price elasticities are negative (downward sloping demand curves). Cross-price elasticities between (1), (2), and (3) are positive (substitutes) while cross-price elasticities of (1), (2), and (3) with (4) or (5) are mostly negative (generally complements). Income elasticities are positive (normal goods), except for (3), comprising “fuelwood, charcoal, and biomass residues” that are consumed less at higher incomes (inferior goods). These …

The Philippine energy sector remains plagued with issues of energy security, high electricity costs, and vulnerable grid infrastructure. This paper argues for the increased uptake of microgrids as a solution for these issues, using the Institutional Analysis and Development (IAD) Framework as a guide for microgrid policy. We begin this paper with an analysis of existing energy policies in the Philippines, highlighting a lacking integrated approach for energy security. The data describe characteristics, operations, utilities, and fuels used in the production of 115 manufacturing and agro-industrial firms in Philippine special economic zones. The data include information on the firm's production, sales, and schedules; electricity sources, requirements, and uses; the importance of various conventional fuels, and the firms’ fuel expenditure in their major production processes. The data also include their employee's aptitude, knowledge, considerations, and opinions on alternative fuels and primary energies, and experiences in using them. Meeting energy needs through renewable sources allows for market growth with limited environmental impact, but sourcing constraints can limit production, creating industrial and environmental problems. This paper assesses the effects of the development induced displacement due to the Karuma Hydroelectric Power Plant on the Awoo village and surrounding areas in Karuma Town. Recently, Uganda has pursued several large-scale development projects that have repeatedly displaced people. Background
The transition to an energy mix with lower carbon emissions is hampered by the existence of the so-called Energy Trilemma. The primary consequence is a trade-off between various objectives of energy policy, e.g., equity and sustainability. This conflict can lead to policy gridlock if policymakers are unable to prioritize the goals. This paper proposes a framework and methodology to manage the trilemma by applying methods related to multi-criteria decision-making in order to assign weights to the various components of the trilemma.

The electric grid has begun a profound transition from primarily using carbon-intensive energy to instead using carbon-free renewable energy. In parallel, smart meters and other sensors are now providing us unparalleled visibility into the energy-efficiency of building and grid operations. Researchers are actively using building and grid energy data from these sensors to develop analytics techniques, e.g., using machine learning, that can improve energy-efficiency and facilitate the energy transition. The energy-water nexus describes the requirement of water-for-energy and energy-for-water. The consumption of water in the production and generation of energy resources is also deemed virtual water. Pairing the virtual water estimates for energy with international trade data creates a virtual water trade network, facilitating analysis of global water resources management. In this database, we identify the virtual water footprints for the trade of eleven different energy commodities including fossil fuels, biomass, and electricity. To address the problems of climate change and energy security; the Philippines enacted the Renewable Energy (RE) Act of 2008. The law mandated the Feed-In Tariff (FiT) policy; which was designed to provide a guaranteed fixed price to RE investors for 20 years to develop renewable technology. This paper aims to evaluate the effectiveness of the FiT policy in promoting renewable energy development in the Philippines by assessing its costs and benefits. The developing world is becoming more advanced, spawning relentless economic growth and an increase in energy consumption. China is one of the largest carbon emitting countries in the world. Numerous strategies have been considered by the Chinese government to mitigate carbon emissions in recent years. Accurate and timely estimation of spatiotemporal variations of city-level carbon emissions is of vital importance for planning of low-carbon strategies.
