Post Hurricane Abnormal Water Level (PHAWL) poses a persistent inundation threat to coastal communities, yet unresolved knowledge gaps exist regarding its spatiotemporal impacts and causal mechanisms. Using a high-resolution coastal model with a set of observations, we find that the PHAWLs are up to 50 cm higher than the normal water levels for several weeks and cause delayed inundations around residential areas of the U.S. Southeast Coast (USSC). Numerical experiments reveal that while atmospheric forcing modulates the coastal PHAWLs, ocean dynamics primarily driven by the Gulf Stream control the mean component and duration of the shelf-scale PHAWLs. The concept of climate tipping points in socio-environmental systems is increasingly being used to describe nonlinear climate change impacts and encourage social transformations in response to climate change. However, the processes that lead to these tipping points and their impacts are highly complex and deeply uncertain. This is due to numerous interacting environmental and societal system components, constant system evolution, and uncertainty in the relationships between events and their consequences. As natural disasters grow in frequency and intensity with climate change, limiting the populations and properties in harm’s way will be key to adaptation. This study evaluates one approach to discouraging development in risky areas—eliminating public incentives for development, such as infrastructure investments, disaster assistance and federal flood insurance. Using machine learning and matching techniques, we examine the Coastal Barrier Resources System (CBRS), a set of lands where these federal incentives have been removed. We find that the policy leads to lower development densities inside designated areas, increases development in neighbouring areas, reduces flood damages and alters local demographics. Our …

The dynamics of marine systems at decadal scales are notoriously hard to predict-hence references to this timescale as the "grey zone" for ocean prediction. Nevertheless, decadal-scale prediction is a rapidly developing field with an increasing number of applications to help guide ocean stewardship and sustainable use of marine environments. Such predictions can provide industry and managers with information more suited to support planning and management over strategic timeframes, as compared to seasonal forecasts or long-term (century-scale) predictions. Rising water temperatures along the northeastern U.S. continental shelf have resulted in an offshore range shift of the Atlantic surfclam Spisula solidissima to waters still occupied by ocean quahogs Arctica islandica. Fishers presently are prohibited from landing both Atlantic surfclams and ocean quahogs in the same catch, thus limiting fishing to locations where the target species can be sorted on deck. Wind energy development on and around the fishing grounds will further restrict the fishery. The ability of vegetated coastal ecosystems to sequester high rates of “blue” carbon over millennial time scales has attracted the interest of national and international policy makers as a tool for climate change mitigation. Whereas focus on blue carbon conservation has been mostly on threatened rural seascapes, there is scope to consider blue carbon dynamics along highly fragmented and developed urban coastlines. Climate dictates the critical aspects of human environmental conditions. The frequency and intensity of extreme weather conditions due to human-induced climate change have alarmingly increased. Consequently, climate change directly affects environmental sustainability and human mortality in the short term and creates prolonged and complicated long-term indirect grave risks. This paper examines three-level environmental impact risks associated with climate change on human mortality. It proposes a conceptual framework for developing an empirical event-based human mortality database related to climate change and communication strategies to enhance global environmental adaptation, resilience, and sustainability.

The National Academy of Engineering has identified restoring and improving urban infrastructure as one of the grand challenges for engineering. Urban coastal communities are particularly at risk as their infrastructure is experiencing frequent inundation related to climate change impacts. Rising sea levels in coastal communities create backflow into stormwater systems and deplete capacity. In addition, the increase in rainfall intensity, duration, and frequency related to climate change create additional challenges for aging infrastructure systems. Estuarine shorelines face the threats of accelerating sea-level rise, recurrent storms, and disruptions of natural sediment and ecological adjustments owing to historic human interventions. The growing availability and technical capability of uncrewed systems (UxS), including remote or autonomous aerial and surface vessels, provide new opportunities to study and understand estuarine shoreline changes. While there is evidence for an acceleration in global mean sea level (MSL) since the 1960s, its detection at local levels has been hampered by the considerable influence of natural variability on the rate of MSL change. Here we report a MSL acceleration in tide gauge records along the U.S. Southeast and Gulf coasts that has led to rates (>10 mm yr−1 since 2010) that are unprecedented in at least 120 years. We show that this acceleration is primarily induced by an ocean dynamic signal exceeding the externally forced response from historical climate model simulations. However, when the …

This paper explores the strategies and practices of capturing climate risk premia for venture capital (VC) fund managers and entrepreneurs in the private cleantech sector. It also examines the impact of the feed-in tariffs (FITs) policy on the management of cleantech investments. It is shown that a longer investment period, less investment capital in cleantech investment management strategies, and optimistic climate risk management practices will help investors to better capture climate risk premia. Mapping the seagrass distribution and density in the underwater landscape can improve global Blue Carbon estimates. However, atmospheric absorption and scattering introduce errors in space-based sensors’ retrieval of sea surface reflectance, affecting seagrass presence, density, and above-ground carbon (AGCseagrass) estimates. This study assessed atmospheric correction’s impact on mapping seagrass using WorldView-2 satellite imagery from Saint Joseph Bay, Saint George Sound, and Keaton Beach in Florida, USA. A substantial number of studies have been published since the Ninth International Workshop on Tropical Cyclones (IWTC-9) in 2018, improving our understanding of the effect of climate change on tropical cyclones (TCs) and associated hazards and risks. These studies have reinforced the robustness of increases in TC intensity and associated TC hazards and risks due to anthropogenic climate change. This research draws upon expertise across multiple disciplines and fields. Leveraged are natural systems data and social-behavioral data. The high-level objective is to advance our understanding of how very recent recurrent flooding has impacted residents within the City of Portsmouth, and then forecast these impacts under projections of sea level rise. While this research draws upon data for the City of Portsmouth, the findings may be generalized to the broader Hampton Roads region.

The Atlantic surfclam (Spisula solidissima) fishery generates approximately USD 30 million in landings revenues annually, distributed across ports throughout the US Mid-Atlantic and Northeast. Overlap between areas of Atlantic surfclam harvests and offshore wind energy leasing make the fishery vulnerable to exclusion and effort displacement as development expands in the region. An existing integrated bioeconomic agent-based model, including spatial dynamics in Atlantic surfclam stock biology, heterogeneous captain behaviour, and federal management processes, was extended to incorporate costs and revenues for fishing vessels and processors and used to evaluate the potential economic effects of offshore wind development on the …
