Current global developmental frameworks, including the Millennium Development Goals and Poverty Reduction Strategy Papers, require recent and reliable data to measure the achievement of targets. At the same time, increased decentralization and democratization have expanded the role that data play in informing development policies and evaluating development interventions at the national level. Increasingly, programs and policies are assessed by their ability to reach goals that have evidence-based indicators, placing a greater demand on countries to produce clear, timely, reliable, and relevant data. This case study from Ethiopia is one of four looking at data for social and economic development in sub-Saharan Africa. The case studies identified activities to enhance data demand, utilization, and quality in each of the focus countries. They involved interviews with key stakeholders to solicit their views on country-level data needs, utilization, access, and demand. Recent emphasis on programs for poverty reduction and improved development have highlighted the need for data to identify the specific problem areas and assess the progress of new initiatives. Demographic data provide an essential evidence base for the planning and evaluation of develop-ment policies. Accessible data function as a public good, benefiting citizens and the political system as a whole. Even though development data are increasingly being collected in developing countries, it is not clear whether they are being used to their fullest potential by the people who need them most—government officials and other policymakers. The Population Council explored this issue through qualitative research in four sub-Saharan African countries: Ethiopia, Ghana, Senegal, and Uganda. The Data for Demographic Development case studies examined the demand for data in four sub-Saharan African countries. The project focused on the views of policymakers, the data they use, the data they want but do not receive, and what they might use but do not request. The underutilization of existing data was explored as was factors that limit the collection, use, and sharing of data. Case studies explored how access to data might be improved. Egypt has undergone a number of economic reform measures since the early 1990s, with the aim of liberalizing the economy and moving toward a market economy. As a result, among other measures, the Egyptian government has introduced a new labor law (No. 12) with the goal of increasing flexibility in the labor market. Law 12, which came into effect in July 2003, provides comprehensive guidelines for the recruitment, hiring, compensation, and termination of employees. In particular, it provides increased flexibility for firms in the hiring/firing process, which has been a major bottleneck for job creation in the Egyptian labor market. …

This new direction calls for clear, timely, reliable, and relevant data. At the international level, initiatives such as the African Charter on Statistics, PARIS 21, and the Health Metrics Network have emerged to provide direction and technical support for strengthening initiatives and activities that harmonize measures and improve data collection processes. Job Quality In Jordan: An Analysis Based On A Job Quality Index (Jqi), Ibrahim Alhawarin, Mamdouh Al Salamat

Drawing on different microlevel datasets, this working paper constructs a Job Quality Index (JQI) for Jordanian wage and salary workers for 2000–07. Factor Analysis is utilized to compile a JQI based on the following four dimensions: adequate earnings, underemployment and overemployment, and social security. Main findings are: 1) JQI appears to have improved in 2007 compared to the mid-2000s; 2) There exists a persistent gender gap in favor of male workers. Good jobs as a percentage of total jobs held by females appear to decline in 2007, unlike males, whose share of good jobs grew in 2007. No sign of …

This working paper reviews the evolution of the HIV/AIDS epidemic and provides estimates of past trends and future projections of AIDS mortality indicators, including numbers of AIDS deaths, the proportion of all deaths that are due to AIDS, and life expectancy. A cumulative total of 24 million people have died from AIDS between 1980 and 2007, and by 2030 this total is projected to reach 75 million. Despite the rapid spread of this new disease during the 1980s and 1990s, the epidemic has reached a major turning point in recent years as the rate of new infections peaked and began …
