As the population of the Las Vegas Metro continues to grow, new developments expand on the periphery. As Las Vegas continues to increase in size and develop further into wildlife habitat, not only are native animals and plants endangered, but residents are at risk of increasingly dangerous urban heat given the increase in impervious cover that makes Las Vegas the 2nd fastest warming metro in the U.S. This policy brief examines current policy and practice in place to highlight the need for positive human-wildlife interaction that will address the growing threat of biodiversity loss and heat vulnerability. Plastic is a cheap, robust and versatile material with numerous practical uses that contribute to the convenience of modern day life. However the very same properties that make it uniquely diverse and hardy also contribute to the hazards it poses to the ecosystems and human health. If current consumption and manufacturing practices remain unchanged, there will be hundreds of millions of additional tons of plastic introduced into the environment over the coming decades. To mitigate this issue, some cities, such as Santa Monica, have implemented ordinances and policies directly aimed at this growing problem, albeit with ambiguous results. To better …

Soft law governance relies on nongovernmental institutions that establish and implement voluntary standards. Compared with traditional hard law solutions to societal and economic problems, soft law alternatives promise to be more politically feasible to establish and then easier to adapt in the face of changing circumstances. They may also seem more likely to be flexible in what they demand of targeted businesses and other entities. But can soft law actually work to solve major problems? Coastal wetlands such as mangrove forests and salt marshes provide a range of important benefits to people, broadly defined as ecosystem services. These include provisioning services such as fuelwood and food, regulating services such as carbon sequestration and wave attenuation, and various tangible and intangible cultural services. However, strong negative perceptions of coastal wetlands also exist, often driven by the perceived or actual ecosystem disservices that they also produce. These can include odour, a sense of danger, and their real or perceived role in vector and disease transmission (e.g. malaria). This review provides an introduction to the ecosystem services and …

The diffuse runoff of agricultural nutrients, also called agricultural nonpoint source pollution (NPS), is a widespread threat to freshwater resources. Despite decades of research into the processes of eutrophication and agricultural nutrient management, social, economic, and political barriers have slowed progress towards improving water quality. A critical challenge to managing agricultural NPS pollution is motivating landowners to act against their individual farm production incentives in response to distant ecological impacts. The complexity of governing the social-ecological system requires improved understanding of how policy shapes farmer behavior to improve the state of water quality. Executive Order 13211, promulgated in 2001, requires the federal government to consider the impact of federal action on energy independence as part of the George W. Bush’s National Energy Policy. This law review examines whether EO 13211 was used to curtail environmental protection and natural resource conservation. The article begins with a review of the procedure required of federal agencies under EO 13211 and its associated documents. The paper then examines case law and published federal rulemaking proceedings and examines how federal agencies apply tests to evaluate the potential energy effect. The study concludes that EO 13211 strikes a reasonable …

Drilling For Common Ground: How Public Opinion Tracks Experts In The Debate Over Federal Regulation Of Shale Oil & Gas Extraction, Elizabeth Ann Glass Geltman

Public interest in environmental and health impacts from shale oil and gas extraction (what the public calls “fracking”) is growing. Industry claims the public outcry against the new technology is not grounded in science. In February 2013, Resources for the Future (“RFF”) published a list of high priority “risk pathways” that experts from NGOs, academia, government, and industry all agreed were real concerns about fracking. This article used the risk matrix to evaluate whether public comments in dockets of federal agencies that proposed regulation concerning hydraulic fracturing tracked expert concern. A great deal has been written about the Energy Policy Act of 2005 exempting oil and gas operations using hydraulic fracturing from the purview of certain federal environmental laws. Far less attention has been paid to George W. Bush’s Executive Order 13211 (EO 13211), entitled “Actions Concerning Regulations that Significantly Affect Energy Supply, Distribution or Use.” The executive order requires federal agencies to evaluate the impact of federal regulations on “supply, distribution and use of energy.” This study examined the impact of EO 13211 on United States environmental and conservation regulations proposed and promulgated by federal agencies. High water quality and natural buffers exist on Kingswood Lake located in Brookfield, New Hampshire. A comprehensive lakes inventory (CSI) was recorded and health of the land, wildlife, and waterways were observed. Educational outreach was taken to inform the local community and to instruct them on proper stewardship of the land. A completed watershed management plan was constructed including key recommendation of limiting nitrogen loading in the area, checking septic systems for leaching, stabilizing shoreline from erosion, and establishing man-made rain gardens to help preserve water quality. Market and property-rights based approaches to environmental problems have been heavily promoted by conservative think tanks. Consequently policies such as emissions trading, water markets, tradeable fishing quotas and conservation banking pervade environmental policy in English speaking nations. They have enabled the corporate neo-liberal agenda of deregulation, privatisation and an unconstrained market to be dressed up as an environmental virtue. This market-faith based approach is proving to be largely ineffective at protecting the environment and also inequitable.

Traditional Natural Resource Use And Development In Northeast Thailand, Christie Moulton

This paper explores the effects of development projects on traditional natural resource use in three communities in Northeast Thailand, a region known as Isan. I interviewed villagers in each community and asked them to describe their environmental perceptions, management practices and livelihood strategies. Participants described several subsistence livelihoods that have traditionally been present in Isan. These include rice farming, fishing, community forestry, and wetland use. Residents from the three communities all described various cultural activities, knowledge systems, and religious ceremonies that are closely tied to their local resources. Multifunctionality refers to the ability of agricultural systems to produce an array of non-market goods and services in addition to market commodities. This thesis focuses explicitly on the provision of environmental benefits, through reduced soil erosion and fertilizer applications, by agricultural producers. Soil erosion and nutrient contamination from agricultural production are the foremost contributors to ground and surface water degradation in the United States. Reducing their production implies gains in social welfare, but may generate significant private losses to producers. There are few well-documented, general ecological principles that can be applied to pressing environmental issues. When they discuss them at all, ecologists often disagree about the relative importance of different aspects of the science’s original and still important issues. It may be that the sum of ecological science is not open to universal statements because of the wide range of organizational, spatial, and temporal phenomena, as well as the sheer number of possible interactions.We believe, however, that the search for general principles has been inadequate to establish the extent to which generalities are possible.We suggest that ecologists may need to …
