The internet has profoundly changed how we produce, use and collect research and information for public policy and practice, with grey literature playing an increasingly important role. The authors argue that grey literature (i.e. material produced and published by organisations without recourse to the commercial or scholarly publishing industry) is a key part of the evidence produced and used for public policy and practice. Through surveys of users, producing organisations and collecting services a detailed picture is provided of the importance and economic value of grey literature. This paper describes a project designed to raise the awareness of policymakers about the importance of information literacy to achieve societal goals. Issues benefit from the governmental support, prioritization, mandates, and funding that can result when there is policy behind them. Studies indicate that many people lack the ability to draw on quality sources of information for a variety of purposes. Attention by policymakers would accelerate the inclusion of information literacy in settings such as education, workforce training, citizenship preparation, and lifelong learning. One way to raise awareness of policymakers is by recommending a proclamation to government executives.

Depository libraries have traditionally enjoyed a pretty sweet deal—we receive free copies of documents in return for space, processing, and staff to help people use them. Depository libraries have served as key players in two areas of public policy: 1) public access to government information for the needs of today; and 2) widespread distribution of documents helps them survive to form a historical record.

Improved information literacy and quantitative literacy can help individuals overcome the information costs that discourage political participation and policy debate. Using place and public data as a touchstone, the students of a college political science course partnered with a group of middle school students to apply technology to a shared project. Together they learned techniques for representing demographic and geographic data with a variety of media, including Web 2.0 tools and GIS software. They created an online site designed to address the information needs of the local community, with a focus on promoting users’ information and quantitative literacy and encouraging …
