In 2013, the Purdue Libraries partnered with the Joint Transportation Research Program (JTRP), a collaboration between Purdue University and the Indiana Department of Transportation (INDOT), to incorporate the publication of research data sets into the technical report publication process. This project extended an existing process, developed in partnership between the Purdue Libraries, Purdue University Press, and JTRP, which leveraged Purdue's institutional repository to replace artisanal production processes with a more professional approach (Zilinski, Scherer, Bullock, Horton, & Matthews, forthcoming; Newton, Bullock, Watkinson, Bracke, & Horton, 2012). Many funders around the world have begun to recognize the importance of providing free access to research results, which includes publications and data. There has also been an increased interest in the management, dissemination, and access of research data, leading to an increase in the development of research data repositories and the linkage of data to publications. One example is Dryad, a curated general-purpose repository that makes the data underlying scientific publications discoverable, freely reusable, and citable. Beginning in 2011, there have been several policy changes directly affecting the management, preservation, and accessibility of publically funded research and resulting research data in the United States. On January 18, 2011 the National Science Foundation (NSF) required data management plans to be submitted with all grant proposals (National Science Foundation, 2013). On February 22, 2013, the Office of Science and Technology Policy of the President of the United States extended a similar requirement to all federal agencies that have a research and development budget of more than $100 million (Holdren, 2013). As more researchers look to publish and cite research data, it will be important to link the published data sets to the corresponding articles and technical reports. This lightening talk will discuss the developing collaborations between the Purdue University Libraries, including the Purdue University Press, and the Joint Transportation Research Program (JTRP), a collaboration between Purdue University and Indiana Department of Transportation (INDOT). Since 2006, the Libraries has been working with JTRP researchers in the production, dissemination, and stewardship of technical reports. This presentation will discuss ongoing developments in a collaboration between the Purdue University Libraries and the Joint Transportation Research Program (JTRP). We will present a case study where a comprehensive work flow was developed that links technical report publication to cited data sets. The Libraries, JTRP, and researchers have leveraged this new model to increase research impact, reduce research redundancy, and incorporate data management into the research life cycle.
