Since 2012, nearly every sector has developed a fascination with the seemingly new discovery of Big Data and its unprecedented capabilities to fuel analytic breakthroughs. It is clear that the use of Big Data as an information resource will continue to become more prevalent as it is employed in academic research and data-driven decision making, and even emerges as a vehicle for government transparency. This article reviews the emergence and potentials of Big Data, describes the policies fueling the current data surge, and discusses the impact on libraries. This article describes the fundamental challenges to data curation, how these challenges may be compounded for smaller institutions, and how data management is an essential and manageable component of data curation. Data curation is often discussed within the confines of large research universities. The Purdue University Research Repository (PURR, http://purr.purdue.edu) uses HUBzero to provide a free, online research data collaboration platform and data management service platform for the Purdue researcher community. Funding agencies like The National Science Foundation, the National Institutes of Health, have begun requiring that researchers describe in their grant proposals how they will manage and share the data that will be produced in their research. Many digital data curators will agree that making digital storage, online platform, digitization best practices, and metadata schema choices is a complicated process, even for a simple database. Curating a project that encompasses tooth casts, palm prints, field sheets, videos, images, and a database assembled over a thirty-year period extends those challenges, but also creates an opportunity to preserve and share an irreplaceable contribution to research. Sharing research data and scholarship is of national importance due to the increased focus on maximizing return on the government’s investment in research programs. Recent policy changes have directly affected the management and accessibility of publically-funded research. On January 18, 2011 the National Science Foundation (NSF) required data management plans to be submitted with all grant proposals. On February 22, 2013, the Office of Science and Technology Policy of the President of the United States extended a similar requirement to all federal agencies with research and development budgets of more than $100 million. This joint collaboration between the Purdue Libraries and Cyber Center demonstrates the next generation of computational platforms supporting interdisciplinary collaborative research. Such platforms are necessary for rapid advancements of technology, industry demand and scholarly congruence towards open data, open access, big data and cyber-infrastructure data science training. Data curation is one way that libraries are extending traditional services to meet the changing needs of patrons. Requirements from research funders have placed increased pressure on grant recipients to create Data Management Plans and to securely store raw data. Research universities have stepped up to provide comprehensive data support services. Despite discrepancies in funding and staff, smaller institutions can similarly provide robust services by focusing on their strengths, such as interdepartmental collaboration, flexibility, and rapid turnaround time. This article details how librarians at Trinity University adapted the larger practice of curation to meet local data management needs.

A lot can be learned about research data by participating in research. It is one way librarians can learn about data life cycle and workflow needs of researchers. The Purdue University Libraries’ approach to data management evolved out of investigation of the needs for interdisciplinary research and the ability of librarians to partner and engage in it. The service includes data reference, consulting, planning, and collaboration. It is embedded in interactions across campus and in the Purdue University Research Repository (PURR). PURR is an institutional collaboration that provides help in data management planning, data publishing and discovery, and data preservation.

In response to mandates from the federal government, many academic librarians face a new challenge to become service providers for research data management. A panel at RDAP14 convened representatives from Virginia Commonwealth University, James Madison University and a collaboration of seven New England libraries to discuss their strategies in response to the regulations when faced with limited resources.
