The problem to be studied focuses on the need for media centers and media programs in the elementary schools. The Standards for School Media Programs published jointly by the Department of Audio-Visual Instruction of NEA and the American Association of School Librarians in June 1969 defines the media center as "a learning center in the school where a full range of print and audiovisual media, necessary equipment, and services from media specialists are accessible to students and teachers."
