Based on a motion initiated by the Implementation Group on the Library of Congress Working Group Report, at ALA Midwinter 2010 the ALA and ALCTS Boards of Directors passed a resolution designating 2010 as the Year of Cataloging Research. The Report of the LC Working Group on the Future of Bibliographic Control addressed several goals, including “Work to develop a stronger, more rigorous culture of formal evaluation, critique and validation, and build a cumulative research agenda and evidence base. Encourage, highlight, reward and share best research practice and results.”

The proliferation of discovery layers to access library materials poses challenges for electronic resource record loading, maintenance, display, and marketing of multiple user portals. Centralized discovery systems promise to reduce data silos but may complicate electronic resource management activities and mask the importance of the library as a data provider. Electronic resource maintenance must include cross-departmental cooperation for tracking statistics, making purchased titles available to the user, updating subscription changes, verifying metadata display and access in multiple user interfaces, storing metadata files for potential future system migrations, deduplication of processes, and crosswalks between discovery layers. This report examines current workflow assignments and proposes a full department reorganization to achieve new efficiencies and repurpose positions for the electronic and digital future. The workflow change recommendations are designed to improve library service and relevance by decreasing dock to shelf time for physical materials and improving user access to unique digitized materials and electronic resources.

Progress in the development of standards for cataloging rare books in an automated environment are reviewed, focusing on provisions for the special access files of importance to rare book collections. Suggestions are made for the transfer of data to machine readable formats and methods of storing and retrieving records. Sources of information concerning paper deterioration and approaches to researching the preservation literature are offered as an aid to administrative decision-making. A suggested list of readings keyed to a study outline allows an overview of the issues and factors involved in the current brittle books problem. Though designed to give a broad background of basic information, the annotated bibliography can also be used to develop a shelf of reference materials for preservation managers.
