A series of studies of rural Florida community anchor institutions have concluded that existing national measurement practices for broadband penetration, adoption, and impact are often poorly defined, confusing, or inadequate to inform decisions about community broadband deployment and adoption. As a result, local broadband initiatives may be hindered by “measurement confusion.” This article proposes the Broadband Readiness Index (BRI) with a number of broadband readiness criteria and the Community-Based Broadband Planning, Adoption, and Deployment model (CBBP) to address this confusion and position local officials to better coordinate, deploy, and use broadband locally; demonstrate how improved high-speed broadband affects their communities …

A new era of discovery systems commenced in 2008 with the release of services that aim to index and provide access to an increasingly comprehensive body of library resources. This new genre of products, including Summon from Serials Solutions, EBSCO Discovery Service, Primo Central from Ex Libris, and OCLC’s WorldCat Local, promised to revolutionize how students and researchers discover, access, and use library resources of all types. Library Commons Project

The Study Group was constituted in March 2012 and charged with examining both library public services and library public spaces with the goals of developing a new service model and adapting existing library space to better serve library clientele’s needs. To those ends, the group has reviewed library use statistics, surveyed articles from the professional literature that review the experiences of other libraries, and made site visits to Florida State University and the University of Central Florida, both of which have recently developed knowledge or learning commons and reexamined their own service models.

Web discovery tools can change not only the way users search and retrieve information, but also, how libraries and librarians work with information. When the University of North Florida implemented web scale discovery tools, we discovered that the technical implementation was challenging, but the most difficult changes were related to the library culture. Our students were “early adopters” moving from over 26 different entry points to finding most library materials in one search. But our staff and faculty were more resistant to the change.
