There can be no open science without Open Access (OA). This paper is a call to arms to individual University librarians to make a decisive move towards open access. The short-term objective of OA is defined as the immediate, cost-free, online access to the content of all peer reviewed scientific, medical, and scholarly articles. This amounts to unrestricted access to the author’s approved manuscripts (AAMs) deposited in institutional and other repositories. Even in the current academic publishing ecosystem, largely directed and managed by a few oligopolistic commercial publishers, 80% of peer reviewed articles can be deposited as AAMs, but only …

Article processing charges (APCs) are fundamental to the business models of many Hybrid and Gold open access (OA) journals. The need to quantify the volume of APC payments paid on behalf of institutional researchers has therefore never been greater. New publishing models will have profound implications for future institutional budgets, and libraries urgently require better information about potential costs and savings.

This close relationship has led to the emergence of content platforms that are designed to operate under either use case, however, the missions and requirements of the two types of program differ. This article reports results from an empirical usability evaluation of Human-Animal Bond Research Initiative Central as part of the effort to develop an open access research repository and collaboration platform for human-animal bond researchers. By repurposing and altering key features of the original HUBzero system, Human-Animal Bond Research Initiative Central hosts previously published materials from related disciplines and an extensive bibliography, in addition to traditional hub materials such as tools and datasets. This report briefly presents the findings and recommendations of the "Library Publishing Services: Strategies for Success" project which investigated the extent to which publishing has now become a core activity of North American academic libraries and suggested ways in which further capacity could be built. The research described (consisting of a survey, some case studies, three workshops, and a set of further reading recommendations) was mainly conducted between October 1, 2010, and September 30, 2011.
