Research on the relationship between police and citizens consistently finds that attitudes toward police (ATP) are least positive among black citizens in areas of concentrated disadvantage. While much of the research in this area focuses specifically on ATP among young black males in low-income communities because they have the most contact with police, there has been relatively little research that has included older and/or female residents. Additionally, research has yet to examine ATP in racial and economic enclaves that may have different social and environmental characteristics than the surrounding community. One immediate component of officers' work environment that has the potential to have a significant influence on officers' job satisfaction is front-line supervision. Frontline supervisors have been found to impact officers' attitudes in general (Engel, 2000). Additionally, Van Maanen (1983) found that supervisors may impact officers by rewards or punishment. Although it has been researched that supervisors impact officers' attitudes or behavior (Terrill, 2001; Davis & Mateu-Gelabert, 1999), Walker (2007) concluded that there is still little research on the impact of supervisors on officer job satisfaction. This study explores the relationship between Black police officers, Black citizens, and their external environment using a group of 30 police officers and citizens to establish the connection between police officer race and perceptions by same race citizens within the context of police use of force. I use the term Black to be inclusive of African Americans as well as others of African descent without regard to their ethnicity or national origin. The topic of training specifically designed for investigators of sexual offences has received little attention from academic researchers to date. Previous studies have not described training provided to police investigators of sexual offences in Australia. This thesis developed Turnley’s Framework for the Examination of Police Training in Sexual Assault Investigation, to examine and describe a Sexual Offences and Child Abuse Investigative Teams (SOCIT) Course, provided to Victorian Police from 2009 to 2011.
