Women’S Representation And Status In Law Enforcement: Does Calea Involvement Make A Difference?, David Burlingame, Agnes L. Baro

This study’s objective was to determine if involvement in the Commission on Accreditation for Law Enforcement Agencies (CALEA) accreditation process will have a significant, positive effect on the representation of sworn women in large police agencies at all organizational levels and on the representation of women of color as a percentage of the total workforce. This study compared 193 large (100 or more sworn personnel) non-CALEA agencies with 201 large CALEA agencies. Results of this research suggest that there are significant differences between CALEA and non-CALEA agencies and that involvement in the CALEA accreditation process appears to encourage and facilitate …

The justice system handles thousands of cases involving juvenile victims each year. These victims are served by a complex set of agencies and institutions, including police, prosecutors, courts, and child protection agencies. Despite the many cases involving juvenile victims and the structure in place for responding to them, the juvenile victim justice system model presented in this Bulletin is a new concept. Although the juvenile victim justice system has a distinct structure and sequence, its operation is not very well understood. This study evaluates the use of commercially available instruments for locating and collecting accelerants in the field. Electronic noses can be used to scan a fire scene for the possible presence of an accelerant. The TLV Sniffer® was found to be able to detect accelerants at low levels but did alert to some burned matrix alone. When subjected to a proficiency test designed for canines, the TLV Sniffer® was able to locate accelerants in two of the three tests. The tpi®Pocket was found not to be sensitive or selective enough to be useful in locating accelerants. Once the location of …

This presentation was given in September of 2005 as Dr. Gordon A. Crews’ presidential address during his year as president of the Southern Criminal Justice Association. It is an overview of the issue of academic and professional integrity, or lack thereof, in higher education. The comparison of academics to “snake oil salesmen” of the past is the central focus of this presentation. The presentation also analyzes the issues of integrity and collegiality in the three traditional areas of academics’ professional lives: teaching, research, and service.

The Suits That Counted: The Judicialization Of Presidential Elections After Bush V. Gore, Charles Anthony Smith, Christopher Shortell

After the litigation of the 2000 presidential election are parties, candidates, and interest groups more likely to utilize pre-election litigation as a part of the normal election strategy? Our findings suggest this is the case, at least when a close election is anticipated. The difference in the political landscape and logic after the 2000 litigation is that the political players now perceive the judiciary as a venue of first rather than last recourse. Using data from all fifty states and the District of Columbia, we show that courts are seen as one of the primary arenas for challenging the rules …

This presentation discusses youth crime and violence within the context of evolving democracy. The provision of sexual services for profit has become a major illicit industry in the hidden economy of Kentucky. Prostitution on the streets, in massage parlors, through escort services, and in bars and strip clubs is common throughout much of the Commonwealth. The evidence shows that criminal organizations ranging from individual entrepreneurships, to small crime networks, to international sex trafficking organizations are active in the provision of illicit sexual services in Kentucky. Thousands of women are employed as sex workers, over one million illicit sexual transactions occur annually, and criminal organizations rake in a minimum of $100,000,000 a year in …

Women In Prison In Massachusetts: Maintaining Family Connections, Erika Kates, Paige Ransford, Carol Cardozo
Publications from the Center for Women in Politics and Public Policy
This report first provides an overview of the statistical data on women in prisons in the U.S. over the past two decades. It pays particular attention to the literature on the effects of mothers' incarceration on their children and the gradual recognition of the emotional, economic, and legal consequences for families when parents, especially mothers, are incarcerated. When viewed in this broad context it becomes clear that the concerns and challenges families face extend beyond the perimeters of a single agency or policy area. We then present the comprehensive Family Connections Policy Framework we created for assessing the status of …

Article 1, Section 8, clause 3 of the United States Constitution states that “Congress shall have the power… To regulate Commerce with foreign Nations, and among the several States, and with the Indian Tribes”. This short and simple statement has been progressively used, in combination with a few other powers both granted and assumed by various federal actors, to take greater and broader powers over the states and private citizenry. The original judicial understanding of the so-called Commerce Clause (differentiated from original intent) comes from the 1824 case of Gibbons v. Ogden, 22 U.S. 1. This Article addresses the ongoing-and, indeed, accelerating process of sporadic, piecemeal, and unnecessary legislation leading to increasing inconsistencies and irrationalities in American criminal law. After a wave of modernization in the I960s and 1970s, the past generation has not witnessed further advances, but rather a serious and growing degradation of most criminal codes. This Article offers several insights regarding criminal code degradation. First, it provides specific and concrete examples of degradation and its harmful effects.
