Immigration regulation is defined here as any policy that has the objective of encouraging or discouraging immigration. There are two major categories of immigration regulation: those policies that directly affect the inflow of immigrants and those that influence the everyday lives of immigrants and processes related to the acquisition of legal permanent residency or citizenship. Immigration regulation is quite diverse across time and space; immigration policy is fluid and dynamic and is affected by socioeconomic, cultural, and political factors. The author of this article is black. Who cares? Apparently, millions do. What would happen if the use of racial adjectives becomes extinct? How would it affect the criminal justice statistical classification system? How would the auditors of racial crime statistics categorize their arguments? Racial categories are outdated and a cause for continuous segregation. Many segments of society suffer, because of the persistent, “us vs. we” mind-numbing statistical jargon. Many in the legal academy have heard of Michelle Alexander’s new book, The New Jim Crow: Mass Incarceration in an Age of Colorblindness. It has been making waves. One need only attend any number of legal conferences in the past year or so, or read through the footnotes in recent law review articles. Furthermore, this book has been reviewed in journals from a number of academic fields, suggesting Alexander has provided a text with profound insights across the university and public spheres. t: The primary aim of this article is to look at the impact of drugs on the drug-using Black population, and in doing so, the article draws comparative attention to drug use within the White community. The article is based on a research study of problem drug users registered with a London drugs project in 2000 and 2001. During the period of fieldwork, the vast majority of clients of the drug project were male, and the gap in the sex composition of the clients was more conspicuous in the Black group.
