Imprisonment is a growth industry in Australia. Over the past 30-40 years all state and territory jurisdictions have registered massive rises in both the absolute numbers of those imprisoned and the per capita use of imprisonment as a tool of punishment and control. Yet over this period there has been surprisingly little criminological attention to the national picture of imprisonment in Australia and to understanding jurisdictional variation, change and continuity in broader theoretical terms. This essay addresses the continued and dramatic increase in the numbers of individuals released from correctional institutions and returning to communities across the United States. It provides a brief history of the collateral consequences of criminal convictions, and the ways in which these consequences impede productive reentry. It then highlights national and state efforts to address to persistent reentry obstacles and to better understand the range and scope of collateral consequences. It concludes by offering suggestions for reform.

During the past ten years, rural Kentucky (and rural pockets of nearby states) witnessed the emergence of a new pharmaceutical drug of abuse. The powerful oxycodone, OxyContin, first manufactured in 1996 and designed for timerelease pain relief, found aready population in rural hamlets and mountain communities. Intended for patients in pain associated with terminal disease, it became a drug of abuse as it was over-prescribed andtrafficked. The adoption of the community policing philosophy identifies the need for closer ties to the community by keeping them informed of their police department’s actions and strategies. The major conduit for this information is not the new departmental website but by the media; radio, television, and newsprint. That places a responsibility on the police (and other law enforcement agencies) to establish a police-media relationship based upon mutual respect and trust. Over the past three decades, concomitant increases in prison population and the use of parole, coupled with a more punitive parole philosophy and fiscal crises at every level of government, have prompted a renewed interest in intermediate sanctions— especially for technical parole violators. A number of jurisdictions have developed intermediate sanctions that are both custodial and therapeutic—but do not involve a return to prison—for technical violators. Criminologists have largely neglected the influence of acculturation in the etiology of Hispanic drug use and delinquency. This is somewhat surprising since a long line of research from several disciplines has consistently linked higher levels of acculturation to greater incidence of negative social, health, and behavioral outcomes. A major shortcoming of this extant literature, however, is its failure to consider the acculturation-drug use link within a particular explanatory framework. Previous qualitative research has suggested that Hispanic gang membership is linked to the process of acculturation. Specifically, studies have indicated that those who are less assimilated into mainstream American or “Anglo” society are at greater risk for joining gangs. Building on these observations, this study examines the relationship between acculturation and gang membership within a theoretically and empirically informed multivariate framework. Based on a sample of Hispanic adolescents residing in the American Southwest, results largely supported previous qualitative studies that have suggested that a number of factors, including acculturation, are necessary to an understanding of gang membership within this demographic. …

It was not unexpected that the Singapore Court of Appeal would reaffirm the constitutionality of the mandatory death penalty for certain forms of drug trafficking in Yong Vui Kong v Public Prosecutor [2010] 3 S.L.R 489. ... The appellant made submissions based on Articles 9(1) and 12(1) of the Constitution, which respectively guarantee rights to life and personal liberty, and to equality before the law and equal protection of the law. This note examines aspects of the Article 9(1) arguments.
