Predicting Police Support For A Gang Prevention Program, Marc Ruffinengo Nov 2009

Predicting Police Support For A Gang Prevention Program, Marc Ruffinengo

Marc A. Ruffinengo

A gap is present in the police performance literature that exists due to the use of performance measures that are more in line with the reactive aspect of the police mission. The present study seeks to determine which individual officer and departmental characteristics are more indicative of tolerance and attitudinal compatibility with a proactive crime prevention program. Using surveys from police officers participating in the GREAT (Gang Resistance Education and Training) program, this study focuses on identifying officer and departmental characteristics that are indicative of tolerance and belief (i.e. support) in the potential for the program to reduce gang membership …

Szerződésértelmezés Hermeneutika És Jogpolitika Között. A Contra Proferentem Szabály [Contract Interpretation Between Hermeneutics And Policy: The Contra Proferentem Rule], Péter Cserne

Péter Cserne

This paper discusses why contract interpretation is substantially different from the interpretation of literary works and illustrates the argument with the analysis of the contra proferentem rule. It is a substantially revised version of my ‘Policy considerations in contract interpretation: the contra proferentem rule from a comparative law and economics perspective’ (2009)

Victory In Rhode Island, Donna M. Hughes Dr., Michael Horowitz

Donna M. Hughes

In stunning culmination of a David-Goliath struggle that, at least until lately, few believed the David side had the slightest chance of winning, the Rhode Island legislature enacted three major anti-trafficking bills last night that the Governor will soon sign into law.

Tattoos Of Girls Under Pimp Control & Pimp Rules For The Control Of Victims, Donna M. Hughes Dr. Aug 2009

Tattoos Of Girls Under Pimp Control & Pimp Rules For The Control Of Victims, Donna M. Hughes Dr.

Donna M. Hughes

I have been collecting evidence of pimps’ practice of tattooing victims for several years. Tattooing, and sometimes branding or scarification, are marks of ownership. It is one of the ways that pimps maintain physical and psychological control over emotionally vulnerable girls. The girls and young women are frequently tattooed with the initials or street names of pimps. Marks also include gang symbols and $ signs or other symbols for the money the girls earn for the pimp.

Prostitution At The Strip Clubs In Providence, Melanie Shapiro Esq, Donna M. Hughes Dr. Jul 2009

Prostitution At The Strip Clubs In Providence, Melanie Shapiro Esq, Donna M. Hughes Dr.

Donna M. Hughes

Ruth moved to Providence six years ago when she was 18. Young and on her own, she was swept up by a rough crowd of guys who dealt and used crack and cocaine. Hanging around the strip clubs with them until early in the morning was “the thing to do when you were bored.” After hours, her friends would sell cocaine to the women working at the clubs.

They visited Club Fantasies, Club Desire, Satin Doll Gentlemen’s Club, Cheater’s, the Sportsman’s Inn and Club Balloons. Over a period of several years, Ruth “hung out” at the strip clubs. She talked …

Media Attention Gets Inspections At Middletown Spa-Brothel, Melanie Shapiro Esq, Donna M. Hughes Dr.

Donna M. Hughes

For years, the owners of a science education store have been trying to get police and city officials to take action against the brothel next door. The police have said that there was nothing they could do to close the brothel. Since there is no law against indoor prostitution in Rhode Island, law enforcement’s hands are tied.

Suicide By Proxy: Revisiting The Problem Of Suicide By Cop, Brian Kingshott May 2009

Suicide By Proxy: Revisiting The Problem Of Suicide By Cop, Brian Kingshott

Brian F. Kingshott

This article discusses the problem of suicide by cop, a colloquial term used to describe a suicidal incident whereby the suicidal subject engages in a consciously life-threatening behavior to the degree that it compels a police officer to respond with deadly force. Suicide is a global problem, a leading cause of death in the world, claiming about 30,000 lives in the United States each year, and approximately 1 million annually world-wide. For law enforcement personnel to engage in an intervention strategy to protect the innocent and to prevent suicide is an expected response to the 9-1-1 call. Officers do respond …

Participation In Victim-Offender Mediation: Lessons Learned From Observations, Patrick Gerkin May 2009

Participation In Victim-Offender Mediation: Lessons Learned From Observations, Patrick Gerkin

Patrick Gerkin

Victim—offender mediation has grown to establish itself among criminal justice practices as an alternative to traditionally retributive notions of justice. As the number of programs claiming to be restorative in nature continues to grow, victim—offender mediation programs are emerging as one of the state's preferred delivery methods for restorative justice. Restorative practices, including victim—offender mediation, are inclusive practices. Participation is not only encouraged, it is a necessary element for victim—offender mediation to achieve restorative outcomes. Through the use of observations and content analysis of agreements produced in victim—offender mediation, this research uncovers several impediments to individual participation, including problems in …

Domestic Homicide: Female Victim’S Employment Status As A Risk Factor, Sharlette A. Kellum Apr 2009

Domestic Homicide: Female Victim’S Employment Status As A Risk Factor, Sharlette A. Kellum

Dr. Sharlette A. Kellum-Gilbert

This study investigated whether a significant relationship exists between a woman’s employment status and the potentiality of her being killed while in an abusive relationship. Would an abusive man be more likely to kill his female intimate partner if she sought independence from him (e.g., employment away from the home)? If he saw the woman’s employment as a means of leaving the abusive environment, he might consider ending her life before she could successfully leave the relationship. There was also a question of whether or not there were other factors related to domestic homicides. Men who kill the women they …

Women In Policing: Changing The Organizational Culture By Adopting A Feminist Perspective On Leadership, Brian Kingshott Mar 2009

Women In Policing: Changing The Organizational Culture By Adopting A Feminist Perspective On Leadership, Brian Kingshott

Brian F. Kingshott

Issues of leadership identified in the current literature, with particular reference to leadership found in all organizations, are discussed in an attempt to identify aspects of classical leadership that may be of particular value within the police service. Historically little emphasis is placed upon the ethical parameters of policing thereby an organizational culture that has a hyper-masculine social structure to define their norms and that structure is often the catalyst for adverse experiences for female police officers. The police culture is often misogynist but the role of women is important in policing therefore the influence of feminist ethics and descriptors …

Community Policing: A Contemporary Perspective, Victor Kappeler, Larry Gaines

Vic Kappeler

This text explores community policing - a philosophy and an organizational strategy that expands the traditional police mandate. It broadens the focus of fighting crime to include solving community problems, urging police to form a partnership with the people in the community so average citizens can contribute to the police process in exchange for their support and participation. Now includes a chapter on Community Crime Prevention. Profiles feature community policing programs in various cities, and problem-solving case studies cover special topics. Includes ten principles of community policing, profiles in community policing, and problem-solving case studies.

Deborah’S Law: The Effects Of Naming And Shaming On Sex Offenders In Australia, Carol Ronken, Robyn Lincoln Feb 2009

Deborah’S Law: The Effects Of Naming And Shaming On Sex Offenders In Australia, Carol Ronken, Robyn Lincoln

Robyn Lincoln

Community notification laws for sex offenders are now widespread in the USA and there is considerable interest in introducing them in Australia. Along with these public moves to name and shame, there has been a parallel increase in private forms of naming and shaming through ‘outing’ of sex offenders. This article examines both public and private notification to conclude from the few studies available that they fail to achieve their goals and lead to significant unintended consequences. The article analyses The Australian Paedophile and Sex Offender Index (Coddington, 1997), a prime exemplar of the private domain of notification, to explore …

Injustice For All: A State Crime Of Omission Beneath The Steps Of The United States Capitol, Patrick Gerkin, Lauren Teal, Linda Reinstein Dec 2008

Injustice For All: A State Crime Of Omission Beneath The Steps Of The United States Capitol, Patrick Gerkin, Lauren Teal, Linda Reinstein

Patrick Gerkin

This research examines a state crime of omission by members of the Office of the Architect of the Capitol. These crimes were perpetrated against a group of employees charged with maintaining the underground utility tunnels beneath the United States Capitol. Through a secondary analysis of congressional testimony; citations and documents issued by the Office of Compliance; medical records; and various media accounts of the events, this research seeks to examine the perpetrators’ actions as a state crime of omission and offer a theoretical explanation. Our findings suggest the actions and inactions of the Office of the Architect of the Capitol, …

Prosecuting Domestic Violence: A Philosophical Analysis, Michelle Dempsey Dec 2008

Prosecuting Domestic Violence: A Philosophical Analysis, Michelle Dempsey

Michelle Madden Dempsey

The main question which motivates the inquiry undertaken in this book is: what should public prosecutors do when victims withdraw support for domestic violence prosecutions? The answer defended herein can be summarized as follows: within the realm of justified (permissible) action, prosecutors should respond effectively; which is to say that, ceteris paribus, domestic-violence prosecutors should respond as feminists. This claim is intended as a provocative formulation of the proposition that domestic violence prosecutors should act for reasons generated by the value of reconstituting their states (and communities) as less patriarchal. This book defends that claim in two steps: first, it …
