This work examines the blurring distinctions between the police and military institutions and between war and law enforcement. In this article, the author asserts that understanding this blur, and the associated organizing concepts militarization and militarism, are essential for accurately analyzing the changing nature of security, and the activity of policing, in the late-modern era of the 21st century.

Behavioral scientists have distinguished an instrumental (or proactive) style of aggression from a style that is reactive (or hostile). Whereas instrumental aggression is cold-blooded, deliberate, and goal driven, reactive aggression is characterized by hot blood, impulsivity, and uncontrollable rage. Scholars have pointed to the distinction between murder (committed with malice aforethought) and manslaughter (enacted in the heat of passion in response to provocation) in criminal law as a reflection of the instrumental–reactive aggression dichotomy. One of the reasons for the lack of recognition of Indigenous Peoples in the discourse on climate change is the scarcity of research and information documenting the full impact of this multifaceted issue on their communities. While articles and papers have been written on related topics (in particular by the World Rainforest Movement), there has yet to be a cohesive published report outlining the areas of concern and action prioritized by Indigenous Peoples.
