Appointed a Fulbright Scholar, the objective of my proposed Fulbright research was to examine the practice of community policing in Slovenia, to examine community policing within the broader context of the newly independent country's transition to democratic law enforcement -a transition from its former Yugoslav political history. Anticipating the unforeseen obstacles inherent when conducting international research, the planned methodology was modest in nature with hopes of setting an initial framework for more complex research in the future. When implementing new policies, police chiefs need to develop strategies to identify potential supporters and mobilize their assistance. Some critics question the feasibility of implementing community policing in traditional organizations. Advocates, on the other hand, suggest these issues can be overcome by such common techniques as planning and training. We use principal-agent theory to investigate police chiefs' perception of support for community policing. Training and inclusion in planning are found to be associated with levels of support down through the rank structure. At the level of line officer, the picture is less clear.

Community policing and civic journalism are strikingly similar, current movements within the social organizations of law enforcement and mass media. Defining civic journalism, best thought of as "community-focused journalism," has been problematic for the field of mass media but shapes the starting point for discussion. Braithwaite and Scott describe the study of values as multi-disciplinary involving, "the intersection of interests of philosophers, anthropologists, sociologists, and psychologists. Values are presumed to encapsulate the aspirations of individuals and societies. They pertain to what is desirable, to deeply engrained standards that determine future directions and that justify past actions. Values have been postulated as key constructs in the socialization process, and have found their way into cultural, religious, political, educational, occupational, and family research" (1991 :661). While many believe that community policing has advanced beyond the defining stages, conflict still exists between community policing as envisioned by academics and theorists and community policing as interpreted and practiced by police organizations. The purpose of this research was to present a comparison of attitudes between Dale Carnegie Trained and non-Carnegie trained officers within Community Policing oriented law enforcement agencies. McAllen Police Department (McAllen, Texas) and Michigan State University's Department of Public Safety were examined. Community Policing agencies were chosen, predicated upon the inherent need for human relations training evidenced within Community Policing's philosophy of police/community partnership and interactive problem solving. Dependent variables examined were officers' attitudes toward job satisfaction, job-related stress, willingness to interact with the citizenry, and departments' stated missions and goals.
