The economic relations between China and developing mineral-rich countries have primarily been on the bases of the mineral resources of these developing countries. Hence, China's rapid economic growth ofrecent had positive disruptive impacts on these developing States. Conversely, China's economic recline more recently has had adverse, disruptive effects on these developing States. Japan’s food self-sufficiency ratio is remarkably low compared to other industrialized nations. Growing world population, food, water, and energy shortages in combination with climate change and the rising competition for the world’s limited resources are the transnational dimensions of food and nutrition security related risks that are already affecting Japan. This paper analyzes the development and institutional context of Japanese policies related to its food security, particularly in relation to its commitments to support developing countries and to promote food security in Africa. The emergence of environmental nongovernmental organizations (NGOs) in China is increasingly drawing attention from observers interested in Chinese environmental politics. In the 1980s, the Chinese government started introducing environmental laws as well as seeking assistance from international NGOs, and bilateral and multilateral aid organizations. The 1990s witnessed a shift in government's focus on command and control regulation to more progressive citizen participation and market incentive laws. In fact, many ambitious environmental and energy efficiency targets were included in both the 10th and the 11th five-year plans. This paper describes China's agricultural development before the reform period from institutional, economic, and ideological perspectives; the reform period; the 11th 5-year plan; and the current situation. The paper gives two case examples of the Soviet Union and India. Finally, the paper ends with a discussion of what this means for China.

Taiwan's Participation In Inter-Governmental Organizations: An Overview Of Its Initiatives, Chien-Pin Li

Emboldened by the ascendance of economic issues on the global agenda and the erosion of security-driven bipolar structures, Taiwan in the late 1980s decided to use its economic advantages for diplomatic gain. Examination of changes in three phases of Taiwan's initiatives indicates that its inter-governmental organization strategies and targets correlate well with domestic politics and external factors.

Most of the former planned economies are in the midst of major economic transitions. In these economies the questions being addressed no longer deal with whether or not they should reform--their very economic survival and future development rest on how to proceed with reform. In the former Soviet Union and eastern Europe, the questions are down to nuts and bolts: how to privatize and encourage market behavior quickly before chaos clouds the situation further. In China, the leadership is attempting to improve efficiency via small scale private ownership and markets while improving the state sector.
