Politics, Policies, And Poverty In Latin America, Jennifer Pribble, Evelyne Huber, John D. Stephens

Why do Latin American countries exhibit stark differences in their ability to protect citizens from falling into poverty? Analysis of poverty levels measured by ECLAC in eighteen countries shows that political factors-including the democratic record, long-term weight of left-of-center parties in the legislature, and investment in human capital-are significant and substantively important determinants of poverty. These findings contribute to the growing literature that emphasizes the importance of regime form, parties, and policies for a variety of outcomes in Latin America, despite the weaknesses of democracy and the pathologies of some parties and party systems in the region.

While I was conducting a research project on property rights in southern Ethiopia in 1994, I watched truck after truck roll into the community to distribute food aid. I asked a local farmer if the harvest had been bad. He assured me of his abundant harvest of tomatoes and onions—cash crops that he normally couldn't plant because he had to focus on feeding his family. Scholars have argued that economic efficiency requires a clear definition of the rights of ownership, contract, and transfer of land. Ambiguity in the definition or enforcement of any of these rights leads to an increase in transaction costs in the exchange and transfer of land as well as a residual uncertainty after any land contract. In Kenya, government efforts at establishing clearly defined property rights and adjudication mechanisms have been plagued by the existence of alternative processes for the adjudication of disputes. Political speeches and even policy analysis from Washington, Ottawa, and the capitals of Europe in the past two decades about promoting democratization tend towards generalities and platitudes. This research asks what Western and international agencies actually do, on the ground in the Middle East, by way of fomenting democracy. Taking my inspiration from the sociologist Albert Hirschman who decades ago observed that projects are “privileged particles”[i] of socio-economic development assistance, I’ve collected well over twelve hundred examples.[ii] This summary table illustrates the aggregate finding that most projects cluster around electoral representation, legal or judicial development, and support for …

Postcolonial discourses describe colonization as a process of invention to impose the will of a conquering West on "backward" societies. The will to power conjugated with the need for row materials served as the main catalysts. They put side by side a hegemonic intruder bent on duplicating itself, and a powerless and compliant native unable to react to the blitz of transformations. Hence, the master/slave or father/child relationships that describe the colonial framework. The task is to interrogate these generally accepted assumptions and binary oppositions. The Tadpole Of Hypsiboas Atlanticus (Anura, Hylidae) From Northeastern Brazil, Filipe A. C. Do Nascimento, Marcelo G. De Lima, Gabriel O. Skuk, Rafael O. De Sá

The tadpole of Hypsiboas atlanticus (Caramaschi & Velosa, 1996) is described from the municipality of Maceió, State of Alagoas, Brazil. At stage 36 the larvae have an overall elliptical body in lateral and dorsal views, oral disc anteroventral, spiracular tube sinistral, and labial tooth row formula 2(1,2)/3(1). The oral disc is surrounded, almost completely (anterior medial gap present) by a single row of marginal papillae. Described tadpoles of the H. punctatus species group can be differentiated by a combined disc oral features. Additional descriptions of H. punctatus (Schneider, 1799) tadpoles from populations throughout South America may be helpful in determining …
