There has been a growing interest in the examination of the steady state of simultaneous bilinguals. An understanding of what leads to the possible weaknesses in the grammar of early bilinguals can contribute to our understanding of the possible causes of the apparent characteristic ‘failures’ in second language acquisition (Montrul 2008). Spanish has a gender feature for nouns (Carroll 1989) and gender agreement for determiners and adjectives. The Politics Of Patents And Drugs In Brazil And Mexico: The Industrial Bases Of Health Policies, Kenneth C. Shadlen

After introducing pharmaceutical patents in the 1990s, Brazil subsequently adjusted the patent system to ameliorate its effects on drug prices while Mexico introduced measures that reinforce and intensify these effects. The different trajectories are due to the nature of the actors pushing for reform and subsequent patterns of coalitional formation and political mobilization. In Brazil, government demand for expensive, patented drugs made health-oriented patent reform a priority, and the existence of an autonomous local pharmaceutical sector allowed the Ministry of Health to build a supportive coalition. I want to use this opportunity to discuss a phenomenon that continues to plague the human experience. It is called the game of war. War is perhaps the deadliest game that humanity has created. The conflict itself represents what appears to be opposing views about the way things should be. Each side believes that it is right and that its actions are justified. Each side therefore seeks to impose its views on the other or to defend its views against the other. Each side fears the other as an enemy and each side projects its fears onto its perceived “enemy.”

In this paper, Dr. A. Sarjoh Bah and Dr. Kwesi Aning, addresses three critical transnational challenges, referred to as the “triple threats” confronting West Africa, namely: governance, drug trafficking and small arms and light weapons. They contend that the combined effects of these threats could undermine the security and stability of the entire sub-region. The state is often conceptualized as playing an enabling role in a country’s economic development—providing public goods, such as the legal protection of property rights, while the political economy of reform is conceived in terms of bargaining over policy among elites or special interest groups. We document a case that turns this perspective on its head: efficiency-enhancing institutional and behavioral changes arising not out of a conscious, top-down program of reform, but rather as unintended (and in some respects, unwanted) by-products of state failure. Reconstructing The Role Of The Working Class In Communist And Postcommunist Romania, Monica Ciobanu

This article examines the position of the industrial working class in Romania before 1989, its role in the overthrow of the communist regime during the December 1989 revolution, and its status during the postcommunist transition to democracy after 1989. The subordination of labor interests by both communist and postcommunist regimes to ideologies that underestimated the issue of class differentiation is emphasized throughout the paper. This analysis is undertaken at two levels, namely, the rewriting of the history of communism after 1989 and the obstacles encountered during the process of democratic transition. The hub of this paper is how State violence manifests in the Nigerian novel, particularly in the context of the reprehensible postcolonial order that impinges on nation-building. By definition, State violence means forceful, coercive and high-handed appropriation of the apparatuses of the State by the ruling class for political and selfish ends, which results in physical, psychological and ethical harm or damage. In recent years, the Paris club granted a number of African countries, including Nigeria, debt relief. This elicited widespread celebration in the capital cities of affected countries, where it was portrayed as averitable launch-pad to Africa’s development. This paper takes a critical look at the debt relief, with emphasis on its problems and prospects for Africa’s development. It is argued that while debt relief does offer some prospects for development, there is little or no evidence to suggest that such an outcome is automatic. The paper endeavours to establish the centrality of ecocriticism in the poetry of Tanure Ojaide. It will be argued in this paper that Ojaide’s poetry negates ecological imperialism, a capitalist practice that destroys the periphery’s natural world. In Ojaide’s poetics, there is an illustration of the nature and strategies he employs to actualise resistance literature – essentially premised on ecocritical literature. In this paper we argue that, since its birth, the African Union (AU) has established a set of norms and principles that mirror the tenets of R2P as agreed to by the Outcome Document of the 2005 World Summit. These norms and principles coupled with the AU's peace and security architecture make it proactive in conflict prevention and the management of crisis situations on the continent. Collaborative ventures between the African Union (at the continental level), the regional economic communities (RECs) at the (sub-regional level) and the UN (at the global level), we argue, are thus the best options for …
