How To Understand China's Approach To Central Bank Digital Currency?, Heng Wang

China's central bank digital currency (CBDC), digital yuan or e-CNY, is likely to profoundly affect the international financial system. China's CBDC is fast evolving. Understanding the influencing factors of China's CBDC will likely be crucial to explore its future direction. Major influencing factors include (i) China's perception and conception of regulation and technology, (ii) complementarity between China's preferences and CBDC development, (iii) domestic and international legitimacy, and (iv) institutional development. This paper argues that these influencing factors contribute to China's likely approach of selectively reshaping the international financial system. Singapore stands as the fourth most digitally competitive country, after Denmark, USA, and Sweden, in the latest edition of the IMD World Digital Competitiveness Ranking (IMD World Competitiveness Center, 2022). This global ranking measures the capacities of 63 nations to adopt and explore digitally transformative practices across government, industry, and wider society. Among households in Singapore, an astounding 99% have Internet access and 92% have computer access (Infocomm Media Development Authority, 2023). Even within the eldest surveyed cohort, proportions of smartphone usage have risen from 28% in 2017 to 48% in 2021 among resident Singaporeans aged 75 and above, and …

A decade ago, everyone was sceptical about cryptocurrency. Today, Asian governments are harnessing its technology to raise payment efficiency and improve financial inclusion. Initially, the technology was advocated and harnessed by ‘cypherpunks’, that is, individuals who advocate the use of cryptography and other strong encryption technologies to promote social and political change. At that time, being a cypherpunk meant standing on the opposite side of the government; today, I see cypherpunks, otherwise more appropriately known as cryptopunks, working closely with governments.

Don’t blame the technology. COVID-19 control technology depends on the cooperation of people to be fully effective, says SMU Professor Mark Findlay. Singapore has one of the best subscribed COVID-19 tracing, tracking and safe entry apps worldwide. Then how is it that we are back to Phase 2 (Heightened Alert)? It would be tempting but wrong to blame the technology as being insufficiently intrusive or robust. A look at the recent outbreak suggests we should avoid an over-reliance on tech solutions when incompatible human behaviours are at work.

The number of elderly citizens aged 65 and above in Singapore, is expected to double from 440,000in 2015, to 900,000 by 2030. Along with this “Silver Tsunami” is the upward trend of the numberof elderly who are living alone — which is estimated to increase from 35,000 in 2012 to 83,000 by2030. These exclude elderly who are alone at home when their family members are working.Elderly who are staying alone are at higher risk of social isolation and tend to have poorer accessto healthcare. The paradigm of aging-in-place — where the elderly live and age in their own homes, independently and safely, with care provided by the community — is compelling, especially in societies that face both shortages in institutionalized eldercare resources, and rapidly-aging populations. Since China became a net oil importer in 1993, oil refineries have played integral roles in China's quest for oil security. And yet, the capacity, security, and configurations of refineries were rarely featured in the discussions about China's oil policy. To fill this gap, this paper explains the basics of refinery economics and technology, and details the development in China's refining industry since the early 1990s. To what extent has the Internet strengthened civil society? In which ways have civil society organizations (CSOs) used the internet to communicate their missions, enhance the discussion of public issues, extend networks and mobilize collective actions? This article seeks to answer these and related questions by reporting on an empirical study in Hong Kong. The study involves an analysis of the web pages launched by 14 environmental groups and 22 labour organizations on the one hand, and in-depth interviews with representatives of five of these organizations on the other. The objective of this paper is to map the sociological context in which the cultural economy of technology of Singapore exists.
