Learning Before And During The Covid-19 Outbreak: A Comparative Analysis Of Crisis Learning In South Korea And The Us, Seulki Lee, Jungwon Yeo, Chongmin Na

Learning is imperative in government responses to crises like the COVID-19 pandemic. This study examines the South Korean and United States governments’ responses to COVID-19 from a comparative perspective. The analysis focuses on crisis learning conducted before and during the COVID-19 outbreak, using the conceptual categories of intercrisis/intracrisis learning and single-/double-loop learning. The findings suggest that double-loop, intercrisis learning allows for more effective crisis management by (re)developing a common operating framework. The efficacy of learning is enhanced when double-loop learning is followed by single-loop learning that embeds new structures and operational procedures. This study examines if PR education adequately prepares students for the workplace, particularly in the practice of ethics in the context of Singapore, which has been described as one of “Asia’s economic tigers” (BBC, 2018). This study, thus, aims to first, elucidate the state of PR education specifically in relation to how PR ethics is taught in Singapore. Second, it examines how ethics education prepares students for the workplace in Singapore. Data comes from examining the syllabi of 14 universities in Singapore, both local and international, and interviews with 20 academics and practitioners. This paper presents a theory of foreign military basing as a function of the degree of internal threat facing a host nation. The theory is based on rational choice logic where politicians balance economic and security benefits against sovereignty and legitimacy costs. When internal threat is low a host nation’s political actors value legitimacy and sovereignty and hence reduce base access. When internal threat is high economic and security benefits trump legitimacy and sovereignty costs, hence increasing base access. The nascent scholarship on geographies of alternative education focuses on alternative education spaces, most located in the UK, that resist and/or negotiate neoliberal restructuring of education, some of which cater to socially marginalised groups. In contrast, through an ethnographic focus on an underground Christian international school in China, we examine an alternative education space that responds to parents’ aspirations for their children to be inculcated with global cultural capital, Chinese values and Christian beliefs. In the recent Singapore Court of Appeal decision of Ivanishvili, Bidzina and others v Credit Suisse Trust Ltd, the court analysed the effect of a forum administration clause in the trust context, holding that while the clause in question was a jurisdiction clause, it was not an exclusive jurisdiction clause governing the dispute between the trustees and beneficiaries.

The household registration system (hukou system) in China has hampered rural-urban migration by posing large migration friction. The system has been gradually relaxed in the past few decades, but the reforms have been differential in city size and by the coastal-inland divide. We find a striking contrast in the migration patterns between years 2005 and 2015; rural people tended to move more to the coastal urban region in 2005, but more to the inland urban region in 2015. The arts and artists need space to thrive. However, as much of the land in Singapore is stateowned, providing space for the arts—literally and figuratively—remains challenging. When confronted with the question of whether to admit similiar fact for criminal cases, courts in Singapore are often faced with balancing potentially competing norms in the form of evidential expediency and fairness to the accused. Specifically, although similiar fact may help establish the ingredients of an offence, there existis a real risk that any resulting conviction of the accused and this potential weakness in inferential reasoning through indirect proof will - to use the word in its broadest sense - predjudice the accused.

This article seeks to outline the role of FIDReC and its processes and, at the same time, seeks to define the house style of mediation that has served FIDReC well over the years. Natural Disasters And Domestic Violence: A Study Of The 2015 Nepal Earthquake, Arpita Khanna, Tomoki Fujii

This study explores the link between exposure to an earthquake and the incidence of intimate partner violence using two rounds of Demographic and Health Surveys data in Nepal. Using a differences-in-differences estimation, we find that exposure to the earthquake lead to a statistically and economically significant increase in the incidence of intimate partner violence in urban areas, which is attributable to the increase in stress felt by the victims. We argue that the heterogeneity of the impact between the urban and rural areas would be partly due to the differences in the reconstruction processes and assistance provided.

Purpose: The purpose of this study is to investigate how a country's competitive tax policy influences its inward foreign direct investments (FDI) in the Asia–Pacific region, even when given particular constraints (e.g., population, public governance, skilled labor, and so on) exist. Design/methodology/approach: The paper uses the system GMM estimation approach to test the hypothesis. Data on FDI, corporate income tax, and various confounding factors were drawn from Ernst and Young's worldwide corporate tax guide, the World Bank, and other sources to create a panel of 28 economies over the period 2000–2016. Firm Productivity And The Variety Of Inputs And Outputs: Evidence From Chinese Trade Data, Ken Onishi, Jianhuan Xu, Guang Yang

This paper studies how the trade liberalization in China changes the firm productivity. We develop a framework to estimate revenue productivity (TFPR) and real productivity (TFPQ) with multi-product firms. We find that the aggregate TFPR increases 30\% from 2002-2007 and TFPQ increases 22\%, suggesting that the observed TFPR increase is mainly driven by real productivity change rather than the markup change. We further decompose the change of productivity into three channels: (1) access to foreign inputs; (2) technology upgrade; (3) resource re-allocation within the firm. In this study, we analyzed job roles and skills across industries in Singapore. Using social network analysis, we identified job roles with similar required skills, and we also identified relationships between job skills. Our analysis visualizes such relationships in an intuitive way. Insights derived from our analyses are expected to assist job seekers, employers as well as recruitment agencies wanting to understand trending and required job roles and skills in today’s fast changing world.

In light of the #MeToo movement and publicized sexual harassment incidents in Singapore in recent years, we built an analytics pipeline for performing digital social listening on conversations about sexual harassment for AWARE (Association of Women for Action and Research). Our social network analysis results identified key influencers that AWARE can engage for sexual harassment awareness campaigns. Further, our analysis results suggest new hashtags that AWARE can use to run social media campaigns and achieve greater reach.

Asia is one of the world's most flood-prone regions by many metrics: high flood magnitudes, frequency, severity; the number countries affected, the area of inundation; the number of people at risk; and importantly, flood-related fatalities (AIR, 2014; Luo, Maddoks, Iceland, Ward, & Winsemius, 2015; Table 1). We explore the idea that flood-related mortality from river over-bank flows in the SE Asian region could be reduced by incorporating evidence from the past to foster a better understanding of the realm of plausible flood regimes, and hopefully guide improved flood hazard management practices in the future (Lebel, Manuta, & Garden, 2011).

Housing affordability for elderly homeowners involves an entirely different set of issues as compared to housing affordability for first-time homeowners. To afford to ‘age-in-place’ may require homeowners to access channels that enable them to withdraw their housing equity to finance consumption in retirement. We utilize data from the Singapore Life Panel© survey to empirically investigate the impact of housing equity on the consumption of elderly households. Based on panel analysis, we find housing equity value has no significant impact on non-durable consumption for elderly people. The conclusion holds for a battery of robustness checks. The careers of many public officials span multiple localities, yet the economic effects of their inter-regional movements are not well understood. This paper focuses on the rotation of provincial leaders in China and studies its impact on regional economic integration. Estimation results using the gravity framework indicate that when a provincial leader is appointed as the party secretary of a new province, the trade volume from the new province to the old province increases, but not vice versa. Additional analyses using two novel datasets that capture the intensity of inter-provincial socioeconomic activities in China corroborate this finding. We then construct …
