Of Minds, Morals, And Methods: Combining Moral Meteorology And Disaster Relief In Historiography Of China’S Disaster Management, Wee Kiat Lim
CMP Research
In this working paper, I argue that disaster management in high Qing period can be better understood by simultaneously considering the historiographies of how governing elites understood disasters at the metaphysical level and the administration of disaster relief. During High Qing late imperial China, the regime encountered rapid changes in population, economy, and environment. Following how environmental historian Mark Elvin describes the prevalent ideology that guided Chinese governing elites on implicating human conduct with the manifestation of disasters as “moral meteorology”, I link it to the granary system so as to underscore how these two related but separate streams of …

Societal Leadership In Southeast Asia: National Landscapes, Challenges And Opportunities To Enhance Societal Impact, Institute For Societal Leadership
Institute of Societal Leadership Research Collection
This study draws its contents from the findings and insights that colleagues from the Institute for Societal Leadership have put together in the form of eleven Southeast Asian Country Insights Labs reports. The Country Insights Labs were undertaken to uncover the critical social issues facing leaders from business, government and civil society in each Southeast Asian country. During the visits to each country, ISL staff also investigated the challenges faced by civil society organisations (CSOs) such as philanthropic organisations, corporate foundations, non-governmental organisations (NGOs), activist groups, social enterprises and impact investment funders. This paper aggregates the background research and key …

This paper documents the learning journey and outcomes of designing an electronic roll-and-move board game, The Grade Inflation Game (GIGAME). It was developed by the Centre for Teaching Excellence (CTE) for classes conducted in the School of Law at the Singapore Management University (SMU). It investigates the effectiveness of using an electronic board game in teaching and learning. Based on the survey on 64 student-players of the game, the study revealed that the game enabled students to consolidate objective skills and knowledge while having 'serious' fun.
On The Social And Political Effects Of Opening In Rural China, Housi Cheng, Qian Forrest Zhang, John A. Donaldson
On The Social And Political Effects Of Opening In Rural China, Housi Cheng, Qian Forrest Zhang, John A. Donaldson
Research Collection School of Social Sciences
What are the economic, social and political effects when previously isolated villages are opened to the outside world? Scholars from different traditions expect different sorts of positive or negative affects to occur. Rural China presents an ideal environment to study this question empirically. Villages within rural China are in the process of being opened to the outside world in different forms, such as through being connected by road, the investment of agribusiness, or urbanization. Moreover this opening is being driven and shaped by different actors, including local residents, government and businesses. The different ways and actors that this opening occurs …

Csi Agent On A Mission Game App, Ju Mae Rosie Ching
Csi Agent On A Mission Game App, Ju Mae Rosie Ching
Research Collection School Of Economics
CSI is a one-of-a-kind and first-ever iPad gaming app released early August, with the flash game at http://www.rosieching.com/csi. My primary objective was to realize my dreamed-up “MISSION STATISTICS” theme for students to apply their skills in hypothesis tests and linear regression. Another is the incorporation of their CSI results into an “enrichment 5%” of their grades. The harder an agent works, the higher his score, the sweeter the fruit of the labour which students always show massive enthusiasm for. It is also critical that students review their real-time progress, and I have ensured that in every step of each country’s …
The Situation Of Thailand’S Older Population: An Update Based On The 2014 Survey Of Older Persons In Thailand, John Knodel, Bussarawan Teerawichitchainan, Vipan Prachuabmoh, Wiraporn Pothisiri
The Situation Of Thailand’S Older Population: An Update Based On The 2014 Survey Of Older Persons In Thailand, John Knodel, Bussarawan Teerawichitchainan, Vipan Prachuabmoh, Wiraporn Pothisiri
Research Collection School of Social Sciences
Population ageing and the well-being of older persons are major emerging challenges for families, communities and government in Thailand as in much of Asia. The Thai government has been giving very serious attention to ageing issues. This was clearly indicated by the adoption of the Second National Plan for Older Persons covering 2002-2021, the prominence of ageing issues in the 2012-16 National Economic and Social Development Plan, and a 2015 establishment of the Department of Older Persons with expanded authority to carry out programs to support elderly Thais. Furthermore, the Old Age Allowance program was expanded in 2009 into a …
New Methodology For Constructing Real Estate Price Indices Applied To The Singapore Residential Market, Liang Jiang, Peter C. B. Phillips, Jun Yu
New Methodology For Constructing Real Estate Price Indices Applied To The Singapore Residential Market, Liang Jiang, Peter C. B. Phillips, Jun Yu
Research Collection School Of Economics
This paper develops a new methodology for constructing a real estate price index that utilizes all transaction price information, encompassing both single-sales and repeat-sales. The method is less susceptible to specification error than standard hedonic methods and is not subject to the sample selection bias involved in indexes that rely only on repeat sales. The methodology employs a model design that uses a sale pairing process based on the individual building level, rather than the individual house level as is used in the repeat-sales method. The approach extends ideas from repeat-sales methodology in a way that accommodates much wider datasets. …
We Built This City: Public Participation In Land Use Decisions In Singapore, Jack Tsen-Ta Lee
We Built This City: Public Participation In Land Use Decisions In Singapore, Jack Tsen-Ta Lee
Research Collection Yong Pung How School Of Law
This article considers the extent to which the legal framework for making land use decisions in Singapore allows for public participation. It examines the issue from two angles: the creation and preservation of the built environment, and the transient use of public space. The first angle is discussed primarily from a heritage law viewpoint, focusing on planning law, compulsory acquisition law, and the legal regime for creating national monuments. As for the second angle, the article looks at how the use of common spaces for assemblies and processions is regulated. The foregoing are examined in the context of Edward Soja’s …
Accessory Liability In Tort And Equity, Pey Woan Lee
Accessory Liability In Tort And Equity, Pey Woan Lee
Research Collection Yong Pung How School Of Law
Unlike the position in criminal law, there does not currently exist a general doctrine of accessory liability in civil law. Thus, a person may be liable as an accessory in equity for dishonestly assisting with a breach of trust, but there is no tort for dishonest assistance. Rather, one who participates in another's tort will only be liable if he is a joint tortfeasor acting pursuant to a common design with the primary tortfeasor. This article examines the reasons for this divergence and evaluates the case for their assimilation. It observes that, contrary to common perception, the scope of participatory …
7 'Pc' Ways To Make People-Centric Policies, David Chan
7 'Pc' Ways To Make People-Centric Policies, David Chan
Research Collection School of Social Sciences
If asked to describe 2015 for Singapore, I would summarise it as "a people-centric year". For just about everyone - politicians, civil servants, community leaders, academics, journalists, social activists or the public itself - the attention was centred on issues that matter to the people. It may seem obvious that being people-centric should characterise how Singapore goes about things. But when people-centricity is driven by populist concerns or political correctness, the outcomes can be self-defeating at best and disastrous at worst. It is important that individuals, communities and the Government, who adopt the ideal of being people-centric, know what it …
Economic Status And Old-Age Health In Poverty-Stricken Myanmar, Bussarawan Teerawichitchainan, John Knodel
Economic Status And Old-Age Health In Poverty-Stricken Myanmar, Bussarawan Teerawichitchainan, John Knodel
Research Collection School of Social Sciences
Objective: We examine the association between poverty, economic inequality, and health among elderly in Myanmar. Method: We analyze 2012 data from Myanmar’s first representative survey of older adults to investigate how health indicators vary across wealth quintiles as measured by household possessions and housing quality. Results: Poverty and poor health are pervasive. Self-assessed health, sensory impairment, and functional limitation consistently improve with higher wealth levels regardless of socio-demographic controls. Differentials in self-rated health and sensory impairment between the bottom and second quintiles are clearly evident, suggesting that relative economic inequality matters even among very poor elders and that a small …
Freedom From Fear In The City Of Light, Tan K. B. Eugene
Freedom From Fear In The City Of Light, Tan K. B. Eugene
Research Collection Yong Pung How School Of Law
In a commentary, SMU Associate Professor of Law Eugene Tan pointed out that it is absolutely essential to the fight against terrorism that the operational imperative of order and security be balanced against the critical need to ensure that the values a society holds dear are not compromised or undermined. It would be unfair and profoundly subversive to its social cohesion for France to expect the majority of its Muslims to take responsibility for the acts of a few. He added that what is at stake is the inclusiveness of the French national identity, heritage and values — its figurative …

The SMU-X Initiative is a paradigm shit which focuses on learning as opposed to teaching as well as a mind-set shift to get the university to collaborate both internally and with our external stakeholders more. We strive to do this by introducing innovation curriculum based on an experiential approach that is interdisciplinary and hands-on. It gets the SMU community to collaborate and step out of their silos by encouraging group effort in solving complex issues.

Capstone Projects Mining System For Insights And Recommendations, Melvrivk Aik Chun Goh, Swapna Gottipati, Venky Shankararaman
Research Collection School Of Computing and Information Systems
In this paper, we present a classification based system to discover knowledge and trends in higher education students’ projects. Essentially, the educational capstone projects provide an opportunity for students to apply what they have learned and prepare themselves for industry needs. Therefore mining such projects gives insights of students’ experiences as well as industry project requirements and trends. In particular, we mine capstone projects executed by Information Systems students to discover patterns and insights related to people, organization, domain, industry needs and time. We build a capstone projects mining system (CPMS) based on classification models that leverage text mining, natural …

Competition And Gains From Trade: A Quantitative Analysis Of China Between 1995 And 2004, Wen-Tai Hsu, Yi Lu, Guiying Laura Wu
Research Collection School Of Economics
This paper provides a quantitative analysis of gains from trade for China over the period of 1995-2004, which was when China's openness drastically improved. We decompose gains from trade in two ways. First, we disentangle pro-competitive effects from a traditional Ricardian effect. Second, we separate the effect due to tariff reductions from that due to reductions in non-tariff trade costs. Our quantitative analysis shows that the pro-competitive effects account for 25.4% of the total welfare gains from trade, whereas the allocative efficiency alone accounts for 22.3%. We also find that tariff reductions account for about 31.6% of reductions of overall …
Criminal Law Act Is Useful — But Handle With Care, Tan K. B. Eugene
Criminal Law Act Is Useful — But Handle With Care, Tan K. B. Eugene
Research Collection Yong Pung How School Of Law
In a significant decision last week, Singapore’s highest court ruled that alleged global football match-fixer Dan Tan Seet Eng’s preventive detention was unlawful. His detention went beyond the scope of discretionary power vested in the Minister for Home Affairs under the Criminal Law (Temporary Provisions) Act (CLTPA). The court’s ruling drew criticisms from a former Interpol chief and, ironically, FIFA, football’s graft-ridden governing body.
A State-Stewardship View On Executive Compensation, Hao Liang, Luc Renneboog, Sunny Li Sun
A State-Stewardship View On Executive Compensation, Hao Liang, Luc Renneboog, Sunny Li Sun
Research Collection Lee Kong Chian School Of Business
We take a state-stewardship view on corporate governance and executive compensation in economies with strong political involvement, where state-appointed managers act as responsible ‘stewards’ rather than ‘agents’ of the state. We test this view on China and find that Chinese managers are remunerated not for maximizing equity value but for increasing the value of state-owned assets. Managerial compensation depends on political connections and prestige, and on the firms’ contribution to political goals. These effects were attenuated since the market-oriented governance reform. In a social welfare perspective, such compensation stimulates not the maximization of shareholder value but the preservation of the …

Hardcore Subcultures For Law-Abiding Citizens And Online Nationalism: Case Study On The Korean Internet Community Ilbe Jeojangso, Kyujin Shim
Research Collection Lee Kong Chian School Of Business
In general, the Internet is perceived as a liberal space in terms of major user demographics and political orientation, and Korea’s cyberspace leans toward liberals and left-wing groups (Peak, 2013). So, interesting questions arise regarding ILBE and its popularity: In a liberal-dominant cyberspace, what drives conservative netizens to the ILBE community, armed with strong racism and nationalism? What are the differences and commonalities between the ILBE community and Japanese Netto-uyo? In the chronology of Korean online communities, sporadically, netizens possessing conservative and racist traits have attempted to build conservative online communities but these have been limited, and none …
