The Court of Appeal (CA) judgment in Muhammad bin Kadar v Public Prosecutor created quite a stir in Singapore. The case pertained to a murder involving two suspects, and its resolution took almost six years, with many twists and turns as to the actual facts. The CA attributed the confusion in part to questionable practices adopted by the police and the prosecution at various points in the proceedings, and reserved strong words for them in its judgment. Cracks In The Empire: Reflections Of French Journalists And Authors On The Crisis In 1930s Indochina, Henri Copin, Tobias Rettig

The events of the early 1930s in Vietnam left an important legacy to France's literature of enquiry and protest. Writers, essayists and journalists enquired on behalf of their audiences, and in the process developed France's littérature coloniale. By showing an interest in the colonial 'other' and identifying discrepancies between imperial ideology and colonial reality, they formed a new body of thought. This new colonial humanism arguably changed metropolitan sensibilities towards the French civilizing mission. Nevertheless, while they are critical of colonial abuses and in favour of reforms, the authors discussed in this paper do not really question the French colonial …

The seven papers presented here constitute the first collective effort in a Western language to revisit the Nghe Tinh Soviets of 1930–31. The Nghe Tinh movement, its name a compound of two neighbouring provinces in the north-central part of the French protectorate of Annam, not only occupies a special place in the history of the early Vietnamese Communist Party (VCP) but also became a site for animated debate on the causes of agrarian unrest that produced two of the most influential books in South East Asian Studies: James Scott’s Moral Economy of the Peasant (1976); and Samuel Popkin’s The Rational …

The zeitgeist of the 21st century in the field of investment treaty arbitrations comprises a rise in the number of such arbitrations and accompanying observations on the unwieldy jurisprudential effects of such a rise. The international investment arbitration community is alive with discussion over these effects, which discussion includes an examination of the value of prior awards as precedents.' Going Beyond The Multicultural Experience-Creativity Link: The Mediating Role Of Emotions, Chi-Ying Cheng, Angela K. Y. Leung, Tsung-Yu Wu

This research examines the mediating role of emotions implicated in the multicultural experience—creativity link. We propose that when individuals are dealing with apparent cultural contradictions upon encountering two cultures simultaneously, mentally juxtaposing dissonant cultural stimuli could lower positive affect or increase negative affect, which could in turn induce a deeper level of cognitive processing of cultural discrepancies and inspire creativity. Two studies compared dual cultural exposure versus single cultural exposure among bicultural Singaporeans (Study 1) and compared self-relevant (jointly presenting local and foreign cultures) versus self-irrelevant (jointly presenting foreign cultures only) dual cultural exposure among monocultural Taiwanese (Study 2). One Mandarin Benefits The Whole Clan: Hometown Infrastructure And Nepotism In An Autocracy, Kieu-Trang Nguyen, Quoc-Anh Do, Anh Tran

This paper studies nepotism by government officials in an authoritarian regime. We collect a unique dataset of political promotions of officials in Vietnam and estimate their impact on public infrastructure in their hometowns. We find strong positive effects on several outcomes, some with lags, including roads to villages, marketplaces, clean water access, preschools, irrigation, and local radio broadcasters, as well as the hometown’s propensity to benefit from the State’s “poor commune support program”. Nepotism is not limited to only top-level officials, pervasive even among those without direct authority over hometown budgets, stronger when the hometown chairperson’s and promoted official’s ages …

Singapore’s investment and long history of involvement in the oil industry has been a major factor in the development of its economy. In the 272-page book 'Singapore, The Energy Economy: From The First Refinery To The End Of Cheap Oil, 1960 to 2010' by Ng Weng Hoong, he traced the evolution of Singapore’s economy over a 50-year period beginning from 1960, showing how energy has been a powerful but little noticed thread in the country’s rise from a struggling Third World country to an affluent city-state it is today.

People are sensitive to the fairness of decisions made or the treatment they receive. Research in work contexts has shown that it is important for processes like personnel selection, performance appraisal and compensation to be perceived as fair, because fairness perceptions influence how people react to situations and their leaders. Impact Of Food Inflation On Poverty In The Philippines, Tomoki Fujii

We simulate the impact of actual food price increase between June 2006 and June 2008 on poverty across different areas and whether the household’s main income source is agricultural activities. We explicitly treat heterogeneity in food price changes and the patterns of consumption and production by merging a expenditure survey dataset and a price dataset at the provincial level or lower. While the increase of head count index is larger for non-agricultural households than agricultural households, the opposite is true for the poverty gap and poverty severity measures, because poor agricultural households are particularly vulnerable to food inflation.

This article examines China’s domestic legal regime for the prevention of vessel sourcepollution. It pays special attention to the recently adopted Regulation on Preventionand Control of Marine Pollution from Vessels. Potential challenges and emerging issuesthat China has to confront are addressed, including: application of the legislation todisputed sea areas between China and its neighbors, freedom of navigation in theexclusive economic zone, reduction of emission from ships, and prevention of invasivespecies from ballast water.

In line with Lien Centre’s vision to catalyse positive social change, this research was carried out to understand social gaps in Singapore and how our society’s ability to meet social needs can be enhanced. Despite basic social needs in Singapore being essentially met through direct government interventions and the contributions of non-governmental social service activities, there are today some vulnerable groups that remain or have become more prominent. This research project aims to identify some of these needs and the possible approaches to addressing them.

The organizational structures of many multinational corporations are inadequate to the task of capitalizing on opportunities in emerging markets. Locating customer-facing processes in each country-and even using transnational structures that exploit location-specific advantages-just doesn't cut it anymore. So argue Kumar and Puranam, of London Business School. There has been increasing concern about the influence of elements of family background on children’s future outcomes in Japan. This paper empirically examines the long-term impact of family background, including sibling composition and parental attributes, and reveals how these elements of Japanese women’s family backgrounds affect their educational attainment and investment, labor market outcomes, family formation, and spousal characteristics.

As more countries consider the adoption of International Financial Reporting Standards (IFRS) that are based on practices prevalent in the English-speaking countries with free markets, it’s increasingly important to understand the impact of IFRS on countries of different institutional, economic, and political environments. This article reports a study that examines the impact of IFRS on accounting quality in a regulated market, China, where new substantially IFRS-convergent accounting standards became mandatory for listed firms in 2007. In 2008, the Sanlu Group, a former giant in the Chinese dairy industry and a quintessential Chinese organization, was confronted with the melamine-contaminated milk crisis. Its products were blamed for causing at least six babies' deaths and damaging the kidneys of about 294,000 babies. Sanlu was criticized for its crisis handling, which resulted in its collapse several months later. Using the contingency theory of strategic conflict management and Coombs' typology of crisis communication strategies, this study explored Sanlu's crisis management as a mirror to understanding the Chinese approach to crisis management. Purpose: The article aims to discuss the six key factors that were proposed and included in the design of a customized innovation climate questionnaire. Design/methodology/approach: The implementation case study of an innovation climate survey for a Singapore‐based real estate group is presented. In particular, the design of the questionnaire and selection of key factors to be measured are discussed. Findings: While not a “rigorous” instrument in the academic sense, the article can guide managers and organization development professionals to better gauge an organization's innovation climate and deepen the understanding of innovation culture.
